The purpose of this discussion paper is to examine perceptions about the effects of food aid and to suggest appropriate criteria for the selection of commodities to be used in food aid programs. The paper considers the question of whether food aid is more nutritionally effective than cash aid, and in particular examines how recipients actually use food aid rather than simply how aid givers would like recipients to use food aid.
