An innovative program in Indonesia, developed with assistance from the World Bank researches, set out to tap the power of public opinion and financial markets to encourage factories to reduce pollution. The program's success has inspired a similar program in the Philippines and evoked serious interest in Colombia and Mexico. This report looks at the program's development and implementation.
