This working paper points out that the state of São Paulo is planning to make the Payment for Environmental Services (PSA) an important part of its combination of policies to solve environmental problems. The Producer of Water in the PCJ (PoA-PCJ) is the pilot project of the PSA in the state where the strategies are designed, tested and evaluated as an important subsidy for larger-scale programs in the state.
