The study focuses on institutions and outcomes in three areas: rural development and agriculture, forestry and production biodiversity, and urban development. In particular, the study uses a combination of empirical assessments, complemented with institutional assessments, literature reviews, and historical narrative to answer the following questions: 1) What are the factors that are associated with rural land inequality? 2) What are the characteristics of the dynamics of rural land markets for individual farmers and what is the difference between market sales and income? 3) What were the main stages of deforestation and what gaps in governance are land and opportunities in terms of land management in relation to the conservation and preservation of biodiversity? 4) What was the extent and nature of urban spatial expansion in the past decade and how effective has been the supply of urban land to keep pace with the growing demand for housing, especially for those with low incomes?
