Amendment No. 3 to the Administration Arrangement
We refer to the Administration Arrangement dated April 23, 2010 between the Government of
Australia, represented by the Department of Foreign Affairs and Trade (the "Donor"), on the one part,
and the International Bank for Reconstruction and Development and the International Development
Association, acting as administrator (the "Administrator") of grant funds contributed by various donors
(collectively the "Donors") to the KP/FATA/Balochistan Multi-Donor Trust Fund ("MDTF"), on the
other part (the "Administration Arrangement"), as amended to date, pursuant to which the Donor has
made available to the Administrator, grant funds contributed to the MDTF. We also refer to the Donor's
recent communications about its intention to increase its contribution to the MDTF.
We further refer to the communication addressed from the Embassy of Australia, Washington
D.C., dated November 1, 2013, stating that the responsibility for administration of the Australian Aid
Program has been transferred to the Department of Foreign Affairs and Trade, Government of Australia
("DFAT").
Accordingly the Administration Agreement is amended as set out below to reflect the above
proposed changes.
1.     The Government of Australia's representative information in paragraph 6 of the Administration
Arrangement is revised and the office responsible for coordination of all matters related to the
implementation of this Administration Agreement is:

2.     We are pleased to acknowledge the intention of the Donor to increase its contribution to the
MDTF by additional Seven million, nine hundred, twenty seven thousand, eight hundred and
four Australian dollars and fifty-four cents (AUD $7,927,804.54) (the "Additional
Contribution"). After the Additional Contribution has been received by the Administrator, the
aggregate contribution to the MDTF will be Thirty one million, two hundred eighty four

thousand, seven   hundred  and  sixty-four Australian  dollars  and  fifty-four cents
(AUD$31,284,764.54).
3.     We further acknowledge that the above-referred Additional Contribution will be effectively paid
in to the MDTF pursuant to the following schedule:
(a)    a first and final installment of Seven million, nine hundred, twenty seven thousand,
eight hundred and four Australian dollars and fifty-four cents (AUD$7,927,804.54)
following countersignature of this letter of amendment;
4.     Following confirmation of your concurrence with the amendments to the Administration
Arrangement, the Donor will deposit the Additional Contribution in accordance with the above payment
schedule, into a bank account designated by the Administrator. Upon receipt of the funds, the
Administrator shall convert them into United States dollars.
All the terms and conditions of the Administration Arrangement shall remain unchanged and in
full force and effect in respect of the original and Additional Contribution.
We would appreciate it if you could consider the proposal set out above, and confirm your
concurrence therewith by signing the form of confirmation set forth below, and returning to us one fully
executed original of this letter of amendment at your earliest convenience, and retaining one original for
your records.
This letter of amendment shall become effective as of the date of its countersignature, upon
Administrator receiving an original copy of the duly countersigned letter of amendment.
It is the Administrator's policy to make publicly available the Administration Arrangement and
any information related thereto, including this amendment. By confirming below, the Donor consents to
the disclosure of this letter of amendment after it has become effective.
