AAWSA has managed to complete connection of a sewer line, increasing the flow of wastewater to 33,000 m3/day and is taking actions to continue increasing the number of household connected, and thus the flow to 40,000m3/day in the next two months. However, the incentive–based scheme for household connection to the sewer line has yet to be approved by the Addis Ababa city administration to enable AAWSA to continue increasing the number of household connected to the sewer lines. At the same time, 12/19/2018 Page 1 of 10 The World Bank Implementation Status & Results Report Second Ethiopia Urban Water Supply and Sanitation Project (P156433) the selection of consulting firm for the Design-Build-Operate (DBO) contract for the Eastern Catchment WWTP and DBB contract for sewer line is at stage of RFP evaluation and the contract is expected to be awarded by end January 2019. AAWSA is finalizing the RFB and TORs for Performance-Based Contracting (PBC) for Non-Revenue Water (NRW). AAWSA is using the existing PIO staff for the project implementation, but it needs to put in place additional 11 staffs identified as a gap.  Secondary Cities Component: The project supports improvement of water supply and sanitation services in 22 secondary cities. Which are currently at different stages of implementation: (i) the CWIS assessments for five cities (Mekele, Adama, Dire Dawa, Bahir Dar and Hawassa) are planned to be finalized by June 2019, with an interim milestone of having the feasibility study, design and tender document for three towns (Mekele, Adama and DireDawa) completed by end of December 2018; ii) the contracts for the assessment of the remaining 17 cities, which have been clustered in to eight groups with the aim of attracting qualified consultants and reduce the burden of contract administration, are expected to be signed before end of February 2019. A team of an International and National consultants has been deployed to develop guidelines for preparation of utility Performance Improvement Plan (PIP) and test them in five secondary towns (Adama, Bahir Dar, Dire Dawa, Hawassa, and Mekele). All the beneficiary utilities have engaged a project coordinator. However, completing hiring and/or assignment of the missing key staff such as procurement, financial management and safeguards specialists is critical to address implementation delays in some secondary cities.  Since the start of the project, 98 staffs are already on board and a total of 185 individuals (of which 22 are female) from federal, regional and utility level have been provided with different kinds of trainings (NRW management, Procurement, Wastewater management). Moreover, lessons from the closed UWSSP revealed involving regional water bureau (RWB) is essential to promote information flow, to provide technical and management support and ultimately to speed up project implementation. However, the pace of involvement of RWB requires further improvement. All stakeholders; MoWIE-PMU, AAWSA-PIO, RWB and beneficiary utilities will need to complete hiring of the missing key staff such as financial management, procurement and safeguards specialists to
