Key agreed actions with the government are summarized below: 1. The project will be restructured within the current available funding for the project and no additional financing. As a part of the restructuring, the project will assess options for engaging private sector in the O&M of Salang and B2B corridors and imposition of tolling on these corridors. 2. The Bank task team shall complete the project restructuring by end April 2020. 3. Complete responsibility for procurement implementation of the project rests with National Procurement Authority (NPA) now. 3. Ministry of Transport will coordinate with ARAZI in Ministry of Urban Development and Land at high level to get the land clearance completed. The team observed nominal overall improvement in project implementation including positive changes on site. The management of safeguards compliance at site has improved compared with last visit by Third Party Monitor (engaged by the Bank) and the government has addressed issues of land acquisition at segment 6 satisfactorily. Status of main activities are outlined below: 1. Baghlan to Bamyan Road (B2B): The total road length is about 158 km divided into 6 segments. Segment 1 and 6 have been awarded and the contractors are mobilized on site. The contract for Segment 2 is signed. NPC cleared the contract for Segment 5 on November 17, 2019. Segment 3 may have to be rebid while the procurement for Segment 4 is expected to be launched shortly. 2. The design work for rehabilitation of Salang Pass is ongoing and progressing albeit slowly. 3. Scope for the Institutional Support Component shall be finalized during restructuring.
