The Mid-Term Review (MTR) mission is scheduled from 16-20 June 2019 to carry out a comprehensive review of the project. The project implementation progress and other ratings are unchanged and pending full evaluation during MTR. The team has observed an overall improvement in project implementation including positive changes on site. The physical progress at Seg. 1 has improved and crossed 10% mark while the progress at Seg. 6 also shows relatively less improvements. The management of safeguards at site improved compared with last visit and the issues of land acquisition at segment 6 has been addressed by the Government. Status of main activities are outlined below: 1. The Baghlan to Bamyan Road (B2B): The total road length is about 158 km divided into 6 segments. Segment 1 and 6 have been awarded and the contractors are mobilized on site. The Bid Evaluation Report (BER) of Segment 2 was reviewed and cleared by the World Bank in January 2019 and is expected to be presented for the National Procurement Committee (NPC) approval as soon the 6/7/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Trans-Hindukush Road Connectivity Project (P145347) committee meets. The BER of Segment 3 is under World Bank' review, BER of Segment 5 is under Ministry of Transport review and scheduled to be completed soon. The procurement packages for Segment 4 are under preparation. 2. The design work for rehabilitation of Salang Pass is ongoing and progressing well . We expect the completion of the final design by July 2019. From the team's assessment, this activity is progressing very well and the consultant has done a good job up to now. The World Bank recommended to the client that the bidding document of actual civil work should be prepared concurrently as the design work is progressing to ensure procurement process can start during 2019. 3. Scope for the Institutional Support Component. This activity is delayed, and no progress is visible since last mission. This is because of the establishment to the new Ministry of Transport and the changes in the overall mandate of the Ministry. The idea is to ensure all capacity building efforts are aligned with the new Ministry's vision and the new transport strategy (under development). Full discussions on the scope of effort will be held during upcoming MTR and key actions will be agreed with the Ministry leadership. 4. Social Safeguards: The THRCP-PMT has put effort to improve the overall safeguard performance including functionality of the Grievances Redress Mechanism (GRM). The client has also taken steps to resolve the challenges of land acquisitions at site specifically at Seg. 6. Land clearance process has to be accelerated for the remaining segments of B2B. 5. Financial Management of the project is improving. A replenishment request for an amount of ~US$11million is under process and expected to be disbursed before the end of FY 19. The FM team is preparing the overall project budget plan to be discussed during MTR.
