Progress in project implementation is still slow and needs to be accelerated. Highlights by component are as follows: Component 1: Improvement of the business environment The single window for business registration (ANIE) website is in the finalization phase. The mission recommends to accelerate its operationalization, in order to publish the information used for users; In particular, legal notices, the list of companies for prior art search, government reforms on business creation and business climate reforms in general. Follow-up work is ongoing to streamline business registration reforms in addition to the ones that had already been enacted (elimination of the CFE through expanding ANIE mandate, assignment of tax administration agents in ANIE and signature delegation for status registration). Given the lack of commitment on reforms for customs procedures , those activities will be cancelled from the project during the restructuring Component 2: Support for meat and milk value chains Discussions on this component have shed light on the difficulties associated with the implementation of the activities related to the meat and milk value chains and the matching grant program. In terms of the milk value chain, the mission recommends that gender should be taken into account in the implementation of the matching grant program , targeting women's associations already involved in the sector. It also recommends that the PCU accelerate the procedures for the construction of a hangar for milk commercialization to the benefit of the TACHA MOUSORO milk sellers and build on this activity to expand on other dairy products production and commercialization. As regards to the meat industry, the procurement process for the acquisition of a refrigerated truck of about 20 tons and a refrigerated 5-ton truck for the transport of meat has already been approved. The reception of the vehicles is awaited shortly. Component 3: Project management The government solicited and secured an agreement in principle from the World Bank to restructure the project. The restructuring follows the inadequacy of the resources originally allocated to the works, in particular the rehabilitation works for the refrigerating slaughterhouses at Farcha, whose outdated condition requires significant resources to bring them to acceptable production standards. The mission appreciated the efforts of the Government side for the restructuring proposal that had been made. Some activities will be removed, including: (i) activities related to customs procedure reforms, and (ii) rehabilitation activities of the Farcha slaughterhouse.
