Although PDO indicator 1: Score of parenting practices among caregivers remains at its baseline value of 54% (with an end target of 56%) and the final value will not be available until late January 2019, findings from a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis and positive results from an analysis of children’s linguistic development as a function of parental knowledge of ECD suggest that the new parental practices model designed by CONAFE has improved parental competencies in ECD and ultimately promotes child development. 12/17/2018 Page 1 of 6 The World Bank Implementation Status & Results Report Mexico Reducing Inequality of Educational Opportunity Project (P149858) A SWOT analysis was carried out by conducting focus groups with caretakers (mostly mothers) and interviews with key actors in the operative chain of the ECD program in general and the new parenting practices model, specifically, which had been piloted in 3 states. Among the major findings, the analysis demonstrated that parents and caretakers widely understand that the new model is not meant to target development through direct intervention with children, but rather that parents and caretakers reflect on their parenting practices as a vehicle for child development. This feature of the new model is key considering the rationale behind ECD programs that intervene at the level of caretakers: improved parenting practices mean that children can enjoy enhanced cognitive stimulation throughout the day, on evenings, and on weekends at a significantly lower cost in comparison to more costly service delivery models, such as child care centers that intervene at the level of the child. In fall 2018, CONAFE rolled out the new parental practices model nationally. In addition, an analysis of children’s linguistic development as a function of parental knowledge of ECD demonstrated a positive and statistically significant correlation. In this analysis, using questionnaires applied to a sample of families among 4 states, parental knowledge of ECD was measured using the Knowledge of Infant Development Inventory (KIDI) instrument (also used for PDO Indicator 1 and Intermediate Results Indicators 1 and 2) and children’s linguistic development was measured by the MacArthur-Bates Communicative Development Inventories. The results of the analysis demonstrate that the variable measured by PDO Indicator 1 is positively associated with a more precise proxy of child development. This association is particularly notable given that the ECD intervention ultimately intends to promote the cognitive and non-cognitive development of children ages 0-4 and concretely demonstrates the effect of improving parental knowledge in ECD on child development. PDO indicator 2: Increase transition rate from primary to secondary education level in CONAFE-administered schools met its target (70%) with a 70% transition rate for school year 2017-2018 (students who graduated in June 2017 and enrolled in September 2017. Furthermore, the API+ model, piloted in Chiapas, in which APIs received an extra two weeks of training, showed positive and significant impacts on student outcomes. As a result, CONAFE has invested its own resources to roll out the API+ intervention nationally and support extra training for APIs, in addition to strengthening the criteria for selection of APIs. The APIs intervention has been recognized for its innovation and results by various organizations, including the Organisation for Economic Co-Operation and Development (OECD) and Results for All. Most Intermediate Results Indicators (IRIs) were met or surpassed. While the previous Bank-supported operation with CONAFE (P101369) supported the expansion of access to CONAFE services, the current operation sought to improve quality while maintaining or marginally increasing coverage, a feat given the migratory nature of many CONAFE beneficiary populations. The analyses and evaluations carried out in conjunction with the results framework demonstrate this focus on increasing quality of education services while maintaining coverage.
