A well-established Kyrgyz Ministry of Finance’s Project Implementation Unit (PIU) was contracted to perform the fiduciary oversight, which includes both - procurement and financial management functions. The PMU has facilitated organization of three Communities of Practice (COPs) for elected heads of local self-governments - Aiyl Okmotu (AO), AO financial officers, and elected heads of budget committees in local council. Resources Persons (RPs) were selected by their peer in each rayon among most knowledgeable and active members of communities of practice, i.e. 40 RPs per COP representing every rayon (a total of 120 RPs). The PMU has organized the two RP learning event since project effectiveness, the third learning event is scheduled for April 4-8, 2016. The first RP learning event took place on November 2-7, 2015 in Osh city. The event was organized by the PMU (with support and under supervision of the WB project team) and was attended by 47 RP representing all three COPs from southern regions of the country.The second event took place outside of Bishkek and was attended by 68 RP rperesenting all thee COPs from northern regions of the country. The topics covered at the events were selected based on the RPs requests. The events, therefore, focused on budget relations between different levels of government, implementation of new norms of Law on “Public Procurement”, and audit of local budgets. The third learning event will take place in Bishkek and will be the first event in which all 120 RPs from all regions will participate. 174 rayon peer-to-peer learning event were conducted. During the reporting period, the elected RP, in cooperation with the Secretariat, prepared and conducted 174 peer-to-peer learning (PTPL) events in their respective rayons. The main emphasis of these events was on transferring the knowledge gained from participation in the first RP learning event in Osh. The results of exit surveys conducted after PTPL events, have shown great interest of participants in peer-to-peer learning. The PMU and PIU are well staffed and function well. Project beneficiaries are engaged and actively participating in project implementation. These allows for reduction of the risk rating to "moderate". This risk rating will be revisited at in mid-2016 and may be reduced even further. At the same time, there is an explicit understanding and acceptance by the Client and MoF of the fact that this short and stand-alone project cannot ensure sustainability of the peer-to-peer learning platform and COPs after the project is closed and, therefore, longer-term sustainability risk, which is outside of the reach of this project, remains high.
