Aide Memoire – June 2018 Annex 4: Training Activities under PGIP (implemented from April 2016 to Feb 2018) Training of EDL staff on procurement and STEP: The EDL staff trained on procurement methods and newly adopted Systematic Tracking Of Exchanges In Procurement (STEP) the training includes formal and on the job trainings. Training on office management: On the job, formal trainings on office management also conducted time to time to enhance the capacity of project staff to deal with daily operations. In which total 7 staff members were trained. Training on GPS On 23rd August 2016, total 25 participants from EDL trained on using GPS equipment. Training on AMIS EDL conducted consultation and information sharing workshop on AMIS for the EDL staff. The workshop attended by 37 representatives from Branches and EDL HQ. The team of consultants trained EDL representatives on Advanced Meter Infrastructure and Power Distribution Improvement. Experience on site visits of similar projects of AMIS was also shared with EDL representatives. The communication infrastructure alternatives and comparison was thoroughly discussed and consulted with EDL staff. The supplier also transferred all data from CYMDIST software to NEPLAN and provides interface option to transfer data from old CYMDIST software to the new software. Which enabled EDL to transfer data easily in future. Aide Memoire – June 2018 Annex 5: Environmental Safeguards Assessment The environmental and social safeguard performance of the project to date is Satisfactory. EdL has seriously taken actions to address safety issues that were raised by the Bank team during MTR mission. EdL officers conducted two trainings on safety (March 26, 2018) and Environment and Social Management (May 17, 2018) to all contractor workers. About 100 workers attended the two training programs. Double safety belts, Personal Protection Equipment (PPEs) have been provided to workers working at height and the workers were trained on how to use them. Voltage detector has also been provided to construction team to double check electricity cut off before work commencement. The mission was informed that the work process is strictly followed the EdL working standard, EMP, WB and other government relevant regulations. The construction teams/ contractors continued to conduct team meeting every morning before 8.00 AM to confirm the assignment, checking working area, structure, equipment in particular safety equipment preparation. After work completion at the end of the day, the workers clean-up waste in working area and transferring old transformers and other recycled equipment back to Xaythany Sub-station. Team leaders meeting will be conducted daily to summarize the construction issues, way to resolve the issues and discuss the next day work plan. Detail of waste management, communication strategy with community on power shutdown, equipment testing before the installation and equipment installation training, work monitoring and follow-up, safety equipment and training and transferring of old equipment to storage facility, and communication strategy including warning sign, etc. were shown in Progress Report June 2018 in Annex 6. A regular meeting is conducted every week among contractor, sub-contractor team members and Xaythany EdL team. Monthly meeting is also conducted once or twice per month with PGI, Xaythany EdL, contractor, sub-contractor and Vientiane EdL officers. The meetings aim to discuss on construction related issues and way to resolve them. The mission conducted a site visit to project workers camp to monitor equipment provided to workers and its conditions. A worker has demonstrated how to use double safety belt properly. A voltage detector and PPEs have been put in place. As the contractor and workers received trainings and complied with safety requirements, works suspension have therefore been lifted. EdL has been advised to monitor closely the compliance with EdL safety procedure the Environment and Management Plan (EMP) to ensure worker wearing PPEs and using double safety belts, voltage detector and other safety equipment/device. For the mode of communication, the mission was informed that the WhatsApp is an effective way of communication among construction teams, site manager and EdL team during the construction. The mission is pleased to find that EdL took above actions to avoid fatal/injury incidents as well as ensure no environmental and social issues from the construction activities. No trimming or burning of trees and bushes under 22 kV distribution line/Row and no herbicides used for clearance purpose. No PCB based transformers were replaced and no road accident is recorded. No fire hazard occurred. Waste from construction activities are properly managed. Safety and warning signs are put in place. The contractor workers received training on Safety and Environmental and Social Management and related government regulations. The EMP was translated into Lao and displayed at the campsite for everyday brief meeting prior to work. An organization chart with project team member contact number and emergency team structure including firefighting police station, and nearby hospital contact person are provided at camp site. Aide Memoire – June 2018 Environmental Risk Rating. With the EdL actions in provide safety and environmental and social training to all construction workers, requested contractors to provide adequate safety equipment as well as EdL closely monitors the construction activities, the environmental risk rating is moderate. Follow up on Recommendations during MTR mission– To minimize the environmental impact from the MTR findings and avoid the fatal accident/injury of workers, the mission found from the discussion and progress report that the following mitigation measures have been conducted: EdL and the contractor comply with General EHS guidelines, EHS Guidelines for Power transmission and Distribution and National/Contractor EHS requirement for the provision of workers’ health and safety as well as mitigation measures for the construction hazard indicated in the EMP and ECoP as follows: 1) Installing suitable sign boards to make people aware of potential construction hazard at construction site; 2) Providing training and appropriate personal protective equipment for Contractor's employees; 3) Maintaining construction equipment in good condition; 4) Testing structures for integrity prior to undertaking work; 5) Implementing a fall protection program that includes training in climbing techniques and using fall protection measures; 6) Hoisting equipment should be properly rated and maintained and hoist operators properly trained; 7) When operating power tools at height, workers should use a second (backup) safety strap; 8) Maintaining all safety equipment and PPEs as well as truck in good condition to reduce accident to EdL technicians and construction workers, noise and air pollution from construction truck. However, no evidence of signs and other obstructions were removed from poles or structures prior to undertaking work. For a long-term plan, it would be good for EdL to collaborate with concerned agencies not to allow the construction of any shelter around the electricity pole and provide clear power grid right of way. Public awareness campaign about safety practices for households whose land located under and nearby power grid should be raised. Households should avoid tree planting and shelter construction under the distribution line. This will provide safety working space for EdL officers and contractors and avoid the accident from the construction activities to the communities and their assets. An assessment of the sufficiency and good condition of safety equipment/PPE for project equipment installation and construction activities as well as assessment of EdL safety procedures, operation manuals and forms for improvement is underway. EdL will submit their proposed plan to purchase safety equipment and PPEs to the Bank after finalizing the saving left. For procurement of safety equipment, PPEs and/or crane, ESHS requirements should be included in procurement package. BACKGROUND The construction work for 22kV part under the Project EDL/PGI/G01 has been started since 15 December 2017 to present. The construction work of 12 feeders (8.1, 8.2, 8.3, 8.4, 9.1, 9.5, 9.6, 13.1, 13.2, 13.3, 13.4 & 13.5) has been completed by now, but the final technical standard checking will be done in further step. Presently, the project is connecting the new transformer into system for 22kV part. The 0.4kV part construction will be started after completed of 22kV construction part. The work completed to be summarized from beginning till present is about 90% plus for 22kV power grid improvement. The work process is strictly followed the EDL working standard, EMSP, WB and other relevant regulations, the construction teams working closely with EDL Xaythany team and under EDL PGI team advisory. The construction teams are gathering in every morning before 8:00AM to confirm the work task, and checking work area, equipment, structure, safety equipment preparation. After the work finished every day, there are waste clean-up in work area and summarizing meeting among team leaders to summarize the work have been completed and the construction feedback in the day, and discuss the next day work plan. The whatsApp group is become an effective way for communication among construction team, site manager and EDL team to discuss during the working day. 2. PROGRESS OF IMPLEMENTATION  Improving Power Grid (Construction Work): The construction work 22kV part currently is completed almost 90% and the work under 22kV power is now connecting the new transformer to power system. The remaining works of 22kV part are 1) Upgrade transformer 28 sets, this due to new transformer installed need to be connected to the power system first, then the remaining upgrade transformer task could be continued and complete, and 2) The Medium Voltage Capacitor Bank (MV. Regular Monthly Meeting The regular meeting is conducting in every week among contractor and sub-contractor team member and Xaythany EDL team; the monthly meeting also conducted once or twice per month with PGI, Xaythany EDL, contractor and sub-contractor and Vientiane EDL office. Work in Rainy Season June is rainy season and the construction work could not operate in rainy day. POWER SHUTDOWN The power shutdown notification letter from EDL Xaythany Branch sent to target villages 7 days before working day. The villager was transferred that information to local people by community speaker or distributed the hard copy. Moreover, the power shutdown notification is announcing via social media which is very effective way (photo 6). The power shall be shut down from 8:00 AM in the morning by EDL Xaythany staff, that was meant the construction teams have to finish meeting and be ready to work before 8:00AM. During the power shutdown the ground wire were set to guarantee no power effective in the working area. Before 16:30 PM the safety person will monitor all teams and make sure every worker stops the work before energizing. The power shutdown is planned that every day with different area and make sure the power shutdown not repeat in the same section as the before day. The rainy day, power will be canceled to blackout. Equipment Testing The equipment to be installed has been checked every sets and pieces and calibrate setting as well to ensure the quality of equipment installation (photo 7). Photo 7. WORK MONITORING AND FOLLOW UP The construction work under PGI project usually monitoring and follow up the progress of equipment installation both indoor and outdoor. Aim to check the quality of work time to time (photo 9). Photo 9. Construction work monitoring and follow-up. 8. SAFETY EQUIPMENT AND TRAINING The safety equipment is well prepared and maintained. The equipment is composed of helmet, safety belt, ground wire, phony and others as show in photo 10.a. The construction team members are using and wearing those safety equipment every which follow the EMSP and WB procedure and this is also safe the personal from the working on high and safety first under PGI project. OLD EQUIPMENT RETURN The old equipment and materials from the site work have been re-used by the project team and EDL Xaythany for other power grid improvement activities in and outside of the project. The remaining equipment and materials need to be returned back to EDL warehouse as mentioned in the project agreement. The old equipment been returned to EDL warehouse in February and June 2018 (photo 11) especially the transformer 50kVA, 100kVA, 160kVA and 250kVA, Load Break Switch, Drop Out Fuse and others. COMMUNICATION STRATRGY  Everyday Meeting The construction teams are gathering in every morning before 8:00AM to confirm the work task, work area, safety first preparation and others. The detail contents of meeting are following: Morning: - Introduce the project document preparation by focusing project cycle, site survey, literature review and the environmental and social management plan for PGI project; Aide Memoire – June 2018 - Mr. Vilavong opened the floor for Q & A session as well ask the contractor provided brief progress of the project; - Contractor representative report progress of the work by Mr. Chansone; - Contractor representative additional report progress of the work especially Environmental and Social Management in site work by Ms. Chindavanh; - Introduce the hazardous material impact related to the power grid improvement project; - Introduce the Environmental management checklist to guide the participants how to monitor regarding to environmental and social management for the project; Afternoon: - Continue to introduce the impact of Polychlorinated biphenyls (PCB) which contained in the transformer, provide the basic knowledge way to keep safe of the PCB and maintained of the old transformer; - Introduce of general impacts of development projects especially power grid project; The evaluation form was provided at the end of the training session to evaluate how much understanding of the participants, feedback and recommendation for the next raining. IV. Participant The participants of training are about 83 people (photo2) including construction work teams (contractor), Xaythany team and the staff of environmental office, EdL. Photo2. Result and Summary The training end of full two ways participation and hopefully the knowledge gained from this training could be adapted in the construction work by participants for PGI and other projects. At the end of day, Aide Memoire – June 2018 evaluation process was done by filling the evaluation form to get the feedback and recommendation for next training (appendix 2.b).
