The disbursement rate stood at 70% at the end of November 2018 against 50% at the end of May 2018, 43,32% at the end of December 2017 and 34.71% at the end of September 2017. Over the reporting period the project made significant progress towards achieving the PDO. Under Component 1, the Labor Intensive Public works (LIPW) have created 37,812 jobs compared to the projected 20,500 at the end of the project; the overall implementation rate for the component is 184%. Three main activities on this component will be completed soon: - training of 1000 beneficiaries on income generating activities (IGA) 1/11/2019 Page 1 of 9 The World Bank Implementation Status & Results Report BF-Youth Employment & Skills Development (P130735) - literacy training (alphabetization) of 7000 beneficiaries: 6120 young people are enrolled in literacy courses in 3 communes and an additional caseload of 880 are being recruited in Ouagadougou to reach the target of 7000 beneficiaries (altogether half of the PW beneficiaries) - Training of 14,000 PW beneficiaries on the creation and management of enterprises On component 2.1, initial vocational training, the two training centers to be completed by the end of December 2018, record only a level of completion of 15% (Center for Construction Industries) and 40% (Center for Tourism and Hospitality), respectively. Employer-led training: Out of a target of 2,000 young people trained by the end of the project, 1,467 have been trained or are being trained at the request of companies. The formal employment insertion rate is around 40%. Regarding the component 2.2 Apprenticeships: among the 3,471 young people placed in apprenticeship, 1,607 have now completed their training while 554 dropped out. Reasons for drop out include parental relocation, marriages, unwanted pregnancies and opportunities in the mining sector. Withdrawals are also due to delays on scholarship payments. Component 2.3 Entrepreneurship: Overall, the results recorded by the Maison de l'Entreprise are satisfactory with 108% of the target reached. On component 3, project management, following a request from the government, a no cost extension of the project was granted by IDA until December 15, 2019. The fiduciary management remains 'unsatisfactory' as much of an action plan identified during former monitoring missions is yet to be implemented. Procurement has remained moderately unsatisfactory as significant delays persist. Finally, due to multiple departures, several positions in the PIU are in transition. The percentage of young people who completed the training was 87.26% as of September 30th. It consists of a weighted average of the percentage of young people who have completed initial vocational training (100%), apprenticeship training (46.29%) and Comments: entrepreneurship training (100%). It is also equal to the total number of young people who completed the training in the 3 subcomponents, i.e. 12769 young people divided by 14633 the number of young people enlisted. Trainings are still going and people still in training will complete the program soon.
