Regional component (Component 1), implemented through the MRC Secretariat, is proceeding at a steady pace, particularly on the bilateral transboundary projects with USD 7.1 million (or 96%) disbursed to date. The MRCS, in collaboration with the National Mekong Committees (NMCs) 5/28/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Mekong Integrated Water Resources Management (P104806) are moving forward with the bilateral transboundary projects and the linking of the NMCs three national projects at the regional level is currently being considered through discussions with the MRCS. The implementation of all activities under this component is expected to be completed by May 30, 2019, and the component closing date is December 31, 2019. The regional stakeholder forum is planned for May 2019. A component completion report will be prepared, highlighting the next steps and possible regional engagement on IWRM transboundary agenda at the regional and country levels. National components (Component 2 & 3), implemented through MONRE and MAF, have also made some implementation progress with USD 7 million (or 27%) disbursed to date. Significant progress has been made under the some components, including irrigation and fisheries. Several intermediate indicators were met, including on improvement of fisheries plans, delivery of alternative livelihood support to participating communities, and rehabilitation of 19 irrigation systems and 5 floodgates. The preparation of the National Water and Water Resources Management Strategy and regulations to support the implementation of the Water Law are progressing well and are expected to be completed by .In addition, the Department of Irrigation has signed a Memorandum of Understanding (MoU) with the Lao Living Aquatic Resources Research Centre (LARReC) and the Charles Stuart University (Australia) to study the performance of constructed fish passes at 10 floodgates upgraded, which is expected to have a large impact on the national fisheries sector planning and decision-making. Despite significant progress under some sub-components, close attention from MONRE is needed to support the integration of water resources planning, modelling and construction and to advance the consturction of hydromet station. Mekong-Sekong Rivers Fisheries Management project, 2. Sesan-Srepok River Basins Water Resources Management Project, and 3. Mekong Delta Water Resources Management Project) are expected to be completed by end May 2019. Indicator 2: Number of water resources management instruments applies by MONRE - Two instruments have been completed including: framework basin plans for 1. XBF, and 2. for XBH. A consulting firm will be recruited to help the Department of Water Resources prepare an instrument for the remaining basins. Indicator 3: Number of new or upgraded DMH hydromet stations that produce information that is applied for water resources management – 25 stations have been upgraded or installed by the project under the original financing. Another 35 stations will be identified. This is a joint procurement package with the Disaster Risk Management Project, with a total of additional 70 stations (35 stations from MIWRM and 35 stations from DRM). Indicator 4: Area provided with new/improved irrigation or drainage services: Progress has been made in line with implementation progress made under the irrigation sub-component. The target was met after the completion of 19 rehabilitated schemes (covering 2,400ha) in April 2019. Indicator 5: “Number of functional Fishery Management Committees (FMC)” - Final improvements to, and formal approvals of, kum ban fisheries management plans are expected to be completed by 31 May 2019 following significant effort and progress made by the Component team with the Bank’s technical guidance. Final preparations to implement these management plans, including provision of MCS equipment and training are expected to be completed by August 2019. This indicator is expected to rise to a value of at least 10 by August 2020 following 12 months’ of plan implementation necessary to demonstrate the functionality of the FMCs. Therefore, it is expected that the target set for this indicator will be met by project closing. The MRC is expected to exceed the targets under the indicator within next year, including more publications, leaflets, videos, photo essays and a coffee table book. 5/28/2019 Page 6 of 9 The World Bank Implementation Status & Results Report Mekong Integrated Water Resources Management (P104806) Component 2: National Water Resources Management Indicator 3: Submission of the revised Water Law to the National Assembly: this was achieved in 2017. The Water Law was approved by the National Assembly on May 11, 2017. Indicator 4: Number of sites in priority river basins where NEREI conducts water quality monitoring - Water quality monitoring is currently carried out four times per year at eleven sites spreading across three river basins: Xekong, Xechamphone wetland and Lower Nam Ngum. Biological parameter is one of the criteria, but the monitoring has not been started yet. The indicator is on track to be met by project closing, but NRERI has to ensure that biological parameters are integrating into the routine water quality monitoring activities. Indicator 5: Number of priority river basins where MONRE has applied water resource model packages - the modelling has been updated for 4 river basins (XBF, XBH, Xedone and Xekong), but the modelling packages have not yet been applied to support WRM activities. The project is expected to update and apply models for an additional 3 basins but this is pending the recruitment of consulting firm(s) to support NRERI in achieving this target by the project timeline. Indicator 6: Number of functioning River Basin Coordinating Committees - the Nam Ngum RBCC has been established by the provincial government but still doesn’t meet the functionality criteria. The project is working to strengthen this RBCC and plans to create two additional RBMM to achieve the target by close of project. Indicator 7: Number of regulations piloted at the basin level - the project is providing advisory services on the development of 2 decrees and 4 regulations to support implementation of the Water Law. First drafts of all decrees and regulations are to be submitted to the Government and/or Minister in 2019. Once drafts are in place, the project is expected to pilot the implementation of some of these regulations, including the wetland management and groundwater management regulations. Component 3: Improved Floodplain and Aquatic Resources Management Indicator 8: Area provided with improved flood protection - 15 flood gates have been rehabilitated (including 10 under original financing cover 11,148ha and 5 under AF covering 5,949ha) with a total command area of 17,097ha. Department of Irrigation reported that five flood gates have been completed as of March 2019. Target for this indicator is already met. Indicator 9: Number of farmers reached with agricultural assets or services: 63,518 farmers have been reached to date (out of this 31,759 are female farmers). Plans are in place to roll-out additional services to reach the final indicator target. Indicator 10: Number of functioning Irrigation Water User Associations - the target of 59 WUAs has been achieved. Indicator 11: Number of people engaged in the formulation of Fisheries Management Plans- All 15 Fishery Management Committees (FMCs) were successfully established by 2016, with each FMC having on average 11 people. The final target of 165 people was successfully achieved early in the project. However, the FMCs in Ban Thae and Hinlad kum banhs in Sanamsai district, Attapue province, ceased functioning after the devasting flash-flooding event that occurred in July 2018 following the collapse of the upstream Xepien-Xe Nam Noy 5/28/2019 Page 7 of 9 The World Bank Implementation Status & Results Report Mekong Integrated Water Resources Management (P104806) Dam. The number of people engaged in the implementation of fisheries management plans under the project subsequently fell to 143 . Indicator 12: Target was met. Indicator 13: Number of new or rehabilitated, functioning fishery hatcheries - Three existing hatcheries have been renovated and are now operational producing fingerlings of indigenous species. Business plans for the hatcheries are expected to be completed by April 2019. The construction of the new hatchery in Attapue will be completed by September 2019 and that operations will begin by the end of 2019.
