Project management (AATE) has improved but the project continues to accumulate implementation delays due to ongoing negotiations with the concessionaire over final designs, transfer of land, payment schedules and safeguard compliance implementation by concessionaire and implementing agency. Bank is concerned about the lack of progress with the preparation of additional safeguard instruments.
