Project Development Objectives
Project Development Objective (from Project Appraisal Document)
The objective of the project is to support the Government of Lao PDR in improving pre-primary and primary education quality.
This will be done by: (i) providing additional funding at school, district and provincial levels, as well as strengtheningoverall capacity to manage
these resources to achieve minimum education quality standards and (ii) enhancing the teaching and learning environment in schools through
improved teaching practices, instructional resources and analytical products to support early grade literacy.

Implementation Status and Key Decisions
More than two thirds of the districts in Lao PDR (102 out of 148) have received direct training on school based management (SBM), including all primary
school principals, village education committees and district staff in these districts. However, the training is running 6 months behind schedule, negatively
affecting the complementary school block grants disbursement schedule. School bank accounts have been opened for all but 200 primary schools in
Lao PDR. The reading program under Component 2 needs to be reconsidered in order to avoid duplication of efforts with the ongoing primary education
curriculum revision and its national rollout. The Ministry of Education and Sports and the development partners represented in the Education Sector
Working Group have endorsed a comprehensive restructuring that changes the focus of Component 2 from primary to preprimary education and
extends the closing date by 18 months to December 2020. This restructuring proposal will be further reviewed by Global Partnership of Education and
the World Bank.

Overall Comments
As indicated in the GPE2 Project Appraisal Document, the baseline values for all indicators related to Component 2's reading development
interventions are supposed to be established through a dedicated baseline measurement conducted immediately before the intervention is
launched. Because of the implementation delays of 24 months, and the cancellation of the selection of technical advisors to design the program,
such measurement has not been conducted yet.
With the potential refocus of Component 2 from reading development in primary grades 1 and 2 to pre-primary reading readiness program for
children aged 5 years, the revised Component 2 will be implemented in the same communities where the ECE project interventions have been
made. All indicators at PDO and intermediate outcome levels will have to be changed as part of the restructuring, and the baseline and end
targets will be established based on the measurements already conducted through the ECE project impact evaluation's midline survey.

According to information provided by the Department of Finance of MOES, all primary schools have received the first tranche of
government school block grants in 2017/2018 academic year (Lao kip 40,000 per student per year), to be followed by the second
tranche (Lao kip 30,000 per student per year). The total number of public primary schools in Laos in 2017.2018 is 8530. The restructuring
endorsed by the Education Sector Working Group in September 2017 addresses this issue by converting the measurement into
