The two conditions of effectiveness, namely: (i) the adoption of a project operations manual (POM) satisfactory to the Bank; and (i) the appointment by the Ministry of Education (MOE) of a Basic Education Coordinator, Early Grade Reading Focal Point and Education Research and Development Center Technical Coordinator, are partially met, inasmuch as the following actions have taken place: (i) the MOE submitted the POM which was reviewed and found Page 1 of 5 The World Bank Report No: ISR9800 satisfactory by the Bank but the Government now needs to send a letter confirming that the POM was officially adopted; and (ii) the three coordinators have been appointed and the decrees confirming their appointment are expected to be received by the end of March, along with the associated legal opinion.
