The project implementation has shifted more to actual monitoring and enforcement activities in the four existing province. The four project provinces have implemented intensive monitoring water and wastewater discharges from industrial zones (IZs) during the second half of 2016 with enforcement being stepped up. Four new Centralized Effluent Treatment Plants (CETPs) - half of the target - have been constructed and are operational. Due to regulations that have tightened the eligibility criteria for ODA on-lending, the project has not been able to finance the high demand for CETP loans within the current project provinces. Since the last mission about 700 national and provincial government officials and enforcement agents have received training to strengthen planning, regulatory, technical, monitoring, and enforcement capacity across a range of agencies, and assessment of training outcomes is positive, making a total of 2,172 people trained, reaching 87% of the target. As agreed during the last mission, the Bank and the government are preparing project restructuring to scale up project interventions in seven additional provinces within the two targeted river basins to fully utilize available project resources. It is expected the project restructuring will be completed by June 30, 2017. The wastewater monitoring results for the Bao Minh IZ in Nam Dinh and the Hoa Mac IZ in Ha Nam show non-compliance with the national standards in July through December 2016. MONRE has been requested to follow up on the actions to address non-compliance. The lower current actual value reflects reporting from monthly monitoring under the project-financed monitoring regime. From January to November 2016, Dong Nai performed monthly CETP effluent monitoring of 29 IZs against 30 water quality parameters of the national industrial wastewater technical regulations; Nam Dinh, Ha Nam, and Ba Ria - Vung Tau conducted monthly wastewater monitoring of the three, four, and five IZs, respectively from May to November 2016. The total of the IZs monitored is 41. The wastewater monitoring results in Dong Nai show wastewater effluent compliance with an average compliance rate of about 45% (13/29 IZs). However, Nam Dinh, Ha Nam, and BA Ria – Vung Tau indicate a non-compliance in all six monitoring events. These results of wastewater monitoring in the four provinces showed a degradation of the CETP effluents. This brings the total compliance in terms of absolute number to about 32%.
