Project activities have concentrated on capacity building and ensuring that project implementation mechanisms are all in place (e.g., monitoring system, participatory processes), with disbursements increasing by only $1.49 million in the last quarter as a new batch of community infrastructure and urban labor-intensive works were being prepared and preparatory studies for agricultural value chain development finalized. Progress by component is summarized below: 1. The community development component is now poised to take off again with 45 new community infrastructure subprojects already underway and others due be launched soon. 2. With regard to subcomponent 2 on labor-intensive public works as a means to create temporary employment, training for prospective contractors and site managers has been completed (1374 persons were trained), and suitable subprojects identified for urban areas in collaboration with municipal authorities. A total of 9.2 km of feeder roads have been rehabilitated as part of the training for site managers. Some delays have been experienced in the implementation of the agricultural sub-component primarily because of the need to improve the quality of the in-depth reports commissioned for each of the six strategic corridors targeted for agricultural value chain development. The FSRDC has been working diligently with its consultants and with Bank staff to accelerate this aspect of the project. By next quarter activities in the livelihoods component are expected to pick up considerably: 32 labor-intensive public works (LIPW) subprojects proposed by five municipalities have been approved and their implementation should start shortly; the feeder roads to be rehabilitated in support of value chain development have been identified and the relevant technical studies should be completed; value chains have been identified and selection of implementation partners should be finalized. 3. As for Component 3, considerable progress has been made in improving the monitoring & evaluation functions. A new monitoring system based on tablets has been developed and tested for Component 1, and the equivalent for Component 2 is well underway. At the same time, the baseline survey for an impact evaluation of Component 1 has been completed and the one for Component 2 is due to start incessantly. Capacity building has included training on labor-intensive techniques, safeguard instruments and conflict sensiivity.
