The Republic of Tajikistan has received a Recipient Executed Trust Fund for Technical Assistance (TA) to support the preparation of three projects, namely the Tajikistan Rural Electrification Project (TREP) to be financed by the International Development Association (the Association), the Sebzor Hyrdopower Project to be financed by Kreditanstalt für Wiederaufbau (KfW) and European Eunion (EU), and Khorog-Qozideh Power Transmission Project (the financing not identified yet),. The TA will be implemented by the Pamir Energy Company. 2. The Recipient will undertake material measures and actions so that the TA is implemented in accordance with the World Bank Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out a summary of the material measures and actions. 3. The table below summarizes the material measures and actions that are required as well as the timing of the material measures and actions. The Recipient is responsible for compliance with all requirements of the ESCP even when implementation of specific measures and actions is conducted by the Pamir Energy Company and Ministry of Energy and Water Resources reference in paragraph 1, above. 4. Implementation of the material measures and actions set out in this ESCP will be monitored and reported to the Association by the Recipient as required by the ESCP and the conditions of the legal agreement, and the Association will monitor and assess progress and completion of the material measures and actions throughout implementation of the TA. 5. As agreed by the Association and the Recipient, this ESCP may be revised from time to time during TA implementation, to reflect adaptive management of TA changes and unforeseen circumstances or in response to assessment of TA performance conducted under the ESCP itself. In such circumstances, the Recipient will agree to the changes with the Association and will update the ESCP to reflect such changes. Agreement on changes to the ESCP will be documented through the exchange of letters signed between the Association and the Recipient. The Recipient will promptly disclose the updated ESCP. Depending on the TA, the ESCP may also specify the funding necessary for completion of a measure or action. 6. Where TA changes, unforeseen circumstances, or TA performance result in changes to the risks and impacts during TA implementation, the Recipient shall provide additional funds, if needed, to implement actions and measures to finalize planned documents. 7.
