Implementation progress of the project remains Moderately Satisfactory. A funding shortfall identified in June 2013 had to be addressed in order to finance rehabilitation works in 13 of the 35 schemes targeted by the project. Over the past months, the implementing entity ARIS, with extensive support from the Bank team, have worked towards reducing costs by optimizing scopes and designs, including by Page 1 of 7 The World Bank Report No: ISR12439 transferring the responsibility of simple rectifications to the village administrations (Ayil-Okmotu) or to the Community Drinking Water Users Unions (CDWWUs). This cost optimization, along with the mobilization of an additional $500,000 in Government co-financing, and internal reallocations of project funds should cover most of the remaining 13 villages and allow meeting the target of 60,000 beneficiaries. The project will however require a third restructuring to make the changes effective. The restructuring will also streamline the Results Framework to better capture the targeted outcomes. The restructuring is currently being processed and once completed the PDO rating could be upgraded to Moderately Public Disclosure Copy Satisfactory. The quality of the completed sub-projects under Component A, Water Supply Infrastructure and Equipment, has improved. Network operations and maintenance are also improving, based on observation of non-leaking valves and standpipes in sampled manholes. Residents express strong interest in switching from standpipe service to household connections, and many are financing or are ready to finance this investment. This could have a positive impact, to be monitored, on the living standards of the beneficiaries, and possibly increase their willingness to pay for water supply services. However, the capacity of CDWUUs in target villages still requires substantial development to ensure sustainable operation and maintenance of the schemes. Works on Component B, Sanitation and Hygiene Promotion, financed by DFID, are ongoing. The key contract with UNICEF was signed in June 2013 and implementation has started. Progress has been also made on the WSS strategy for the Kyrgyz Republic as well as other technical assistance tasks financed under Component C, Institutional Development. In November 2013, key WSS stakeholders traveled to Scotland for a study tour; the participants found the visit useful, and identified some areas of development that could be considered for the Kyrgyz Republic.
