Zimbabwe Idai Recovery Project July 16, 2019 Chair Summary* The Executive Directors approved the Grant from the International Development Association (IDA) Crisis Response Window (CRW) in the amount of SDR52.3 million (US$72 million equivalent) to the United Nations Office for Project Services (UNOPS) on the terms and conditions set out in the President's Memorandum. In light of the exceptional nature of this operation, Directors approved the following waivers: (i) Waiver under the IDA CRW in order to allow UNOPS to receive the respective grant; (ii) Waiver of application of the Anti-Corruption Guidelines for the IDA grant to UNOPS; (iii) Waiver of the application of the IDA Commitment Charge to UNOPS for the duration of the Project. They stressed the need for a more systematic approach to providing financing to countries in crises that are in arrears to the Bank. Directors endorsed the Bank's support to the country to address the early and medium-term disaster recovery needs of cyclone-affected people through the operation. They noted the livelihoods and community infrastructure-centered approach underpinning the proposed project interventions. They also acknowledged the Bank's swift action in preparing the operation while undertaking due diligence and maintaining the requisite quality in project documentation. Directors took note of the macroeconomic and governance, institutional capacity and implementation risks associated with the operation. They encouraged the Bank to strengthen monitoring and risk mitigation measures to ensure the successful implementation of this operation. They also encouraged the Bank to use its convening power to mobilize more resources from other development partners. Directors recognized the Bank's added-value to the ongoing cyclone response and stressed the need to continue closer coordination among development and humanitarian partners to ensure sustainable and disaster recovery. *This Summary is not an approved Record
