Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Laying the Foundations of a Safety Net System and Supporting Project Management:(Cost $7.80 M) Cash Transfer Program with Accompanying Measures to Boost Household Productivity:(Cost $36.30 M) Public Works Program Pilot:(Cost $5.90 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions Progress towards the achievement of the Project Development Objective (PDO) continues to be satisfactory. Moreover, the project has already exceeded many end-of-project target indicators (e.g. % of female project beneficiaries, timely payments of regular cash transfers and emergency cash transfers). The disbursement rate of the parent project is 100%. At least 35,000 out of 40,000 Cash Transfer beneficiaries received their last payments in June 2019; all 12,000 Emergency Cash Transfers beneficiaries received their last payment in January 2019 and all 30,000 beneficiaries of Public Works received their last payment in February 2019. In 5 communities the last payment of 80,000 FCFA could not be made due to the budget difficulties. However, it was agreed that it will be pre-financed by the Government and reimbursed by the World Bank. 12/18/2019 Page 1 of 10 The World Bank Implementation Status & Results Report Cameroon Social Safety Nets (P128534) As part of the Additional Financing several activities are ongoing, in particular the updating of training and accompanying manuals, the recruitment of community relays and establishment of the list of gifts for the positive sanctions. The 2020 annual work plan and budget was submitted to the World Bank for non-objection in November 2019 and is currently under consideration before the assessment by Steering Committee for validation in December 2019. The four WB-financed projects that received funds from the IDA18 refugee window (Education, Health, Social Protection and Community Development) continue working towards an integrated approach in targeted areas hosting refugees. A joint procedure manual was drafted. Terms of reference for personnel for a joint technical secretariat have been drafted. A recent World Bank implementation support mission recommended strengthening presence and capacity in the field with the expansion of the project to allow for more efficient and smooth implementation. This would also allow the core project staff to focus on key project management tasks and reduce travel costs.
