Disbursement has reached US$15.6 million - slightly above 72 percent of the total grant. Cumulatively, KEEP has contributed to retrofit works of 74 public and social facilities under Batches 1, 2, and 3 (covering 18, 25, and 31 sub-projects respectively). Under the remaining Batch 4 (10 additional sub-projects), five sub-projects will proceed on a regular grant- financed basis, while the other sub-projects being earmarked for the PPP concept would be implemented in that mode only if deemed possible in the tight timeline till project close. Overall, the following progress has been made on the two components to date: Component 1 – Development and Implementation of Demonstration Sub-Projects in Public and Social Facilities: This component finances EE investments in public and social facilities, such as schools, kindergartens, clinics/hospitals, and street lighting. It has been implemented in four batches covering 84 public facilities, which are selected based on annual calls for proposals from municipalities: 10/17/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Kazakhstan Energy Efficiency Project (P130013)  Batch 1 consists of 18 sub-projects (seven schools and 11 kindergartens). EE installations in all facilities have been completed.  Batch 2 consists of 25 sub-projects (17 schools, five hospitals, and three street lighting interventions). EE installation works have been completed for all 25 sites, and the PIU launched monitoring activities.  Batch 3 consists of 31 sub-projects (23 education facilities, five health facilities, and three street lighting interventions). EE installation works have been completed for all 31 facilities (acts are being signed), and the PIU is launching monitoring activities in October 2019.  Batch 4 now consists of 10 additional sub-projects (four schools, two kindergartens, two hospitals, and six street lighting interventions). The energy audit and technical design work for all 10 sub-projects is complete, and reviews for all facilities have been finalized by the State Expertise. During the April 2019 mission and follow up discussions, it was agreed that five sub-projects will be completed on a regular grant-financed basis (procurement is at final stage, and retrofit works will commence in October 2019); four sub-projects will be considered for implementation through piloting the PPP concept where appropriate. Component 2 – Technical Assistance: This component provides technical assistance to ensure effective project implementation, and support for the broader policy dialogue and institution/market development to ensure project activities can be sustained.  Five additional TA tasks for scaling-up EE financing were launched, four of which were completed. These include (i) information awareness campaign on EE (including a new EE web platform http://eeq.kz/, the full operation of which was delayed and is expected to be completed by end-October 2019), (ii) market assessment of EE (completed), (iii) development of PPP in EE (completed), (iv) development of energy consumption standards (completed), and (v) automated information system of the State Energy Registry (completed).  The Second International Forum on Energy Efficiency (the Forum) was tentatively scheduled for end-November 2019 (but has now been postponed, most likely to Spring 2020), and will be organized under KEEP. The next mission is planned for mid-November 2019 and will focus on the aforementioned issues.
