No The World Bank Guarding the Integrity of the Conditional Cash Transfer Program (P147890) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The grant has been on-going for almost four years since its effectiveness on March 28, 2014. The purpose of the Grant is to assist the CCAGG in developing a model for civil society and government partnership for transparent and accountable implementation of the Pantawid Pamilyang Pilipino Program (4Ps) or the Philippines conditional cash transfer program. The grant involved training of parent leaders of the 4Ps from 20 municipalities. The training focused on civic engagement and social accountability mechanisms such as Third-Party Monitoring, Community Scorecard and Beneficiary Feedback which they applied in their respective villages and resulted to a social contract with their municipal or barangay local government units. The Department of Social Welfare and Development (lead implementing agency of 4Ps) has committed to adopt and/or scale up the model for social accountability that the grant would develop. 2. The grant implementation is on track to achieving its development objective as evidenced by the status of key performance indicators, most of which are near or within target. The project has developed learning modules (I-Patawid) on civic engagement and social accountability which was used to train 867 (96% of target) parent leaders (PLs) of the PH conditional cash transfer (CCT) program. After the training, the PLs initiated an engagement with the barangay (village) local government units (BLGU) which resulted to social contracts between the grantees and the municipal/barangay local government units (LGUs) in 20 areas (100% of target). These social contracts involve simple and realistic agreements on how the LGUs shall respond to problems or needs of the CCT grantees. The modules, tools and lessons learned of the grant have been captured in 21 knowledge products (which is beyond the target of 14). The DSWD (as lead agency of PH-CCT) has been actively involved in the grant implementation at the national level (member of the Project Steering Committee) as well as at the local level (providing technical assistance) and has expressed willingness to adopt the knowledge products and/or lessons learned from the grant. 3. As of February 15, 2018, disbursement was at US$760K or 95% of the total grant of US$800K. The Interim Financial Reports (IFRs) were received by the Bank within due dates, the latest one was as for semester ended December 31, 2017, which were found to be in good order. CCAGG has submitted the audited financial statements for the period ending December 31, 2016 and the Bank was pleased to note that the independent auditors issued an unqualified opinion on the project financial statements. II. DESCRIPTION OF PROPOSED CHANGES 4. The grant closing date is on March 28, 2018. The CCAGG has forwarded a request for extension of closing date to June 29, 2018 (letter dated February 28, 2018) to allow more time for (a) finalization and printing of knowledge/learning products; (b) sharing and dissemination workshop to facilitate replication of experiences particularly among local government units; and, c) preparation of the completion report. The conduct of the aforementioned activities requires more time since the knowledge products involved participation from PLs and communities while the knowledge sharing workshop would benefit from participation of local and national government and CSO representatives which would need longer duration to organize. The completion report would then be prepared only after the knowledge products and dissemination workshop have occurred. A restructuring paper is prepared for management clearance for purposes of processing the request for extension of closing date. The task team fully endorses the request for approval to ensure broad-based dissemination of the good practices and other knowledge gained from the grant implementation.
