Two Key Performance Indicator (KPI) have been achieved: (i) KPI 2: A total of 2,553 government college teacher vacant posts have been filled against the Year 1 target of 900; and (ii) KPI 3: Ministry of Education (MOE) has completed a training needs assessment for teachers and managers training. The Project has completed the following actions agreed during the last mission in July 2017: (i) training initiated for 99 Master Trainers and 94 principals; and (ii) the first meeting of the National Strategic Planning Committee was held in October 2017. However, the implementation progress (IP) rating was downgraded from Moderately Satisfactory to Moderately Unsatisfactory since the following key agreed actions during the last mission were not completed: (a) Component 1: development of the background studies for the National Strategic Plan; (b) Component 2: formation of the IDG Board and Grant Evaluation Panel (GEP) and initiation of IDG implementation and (c) Component 3: hiring of key PMU staff, including IDG Management, procurement and financial management specialists.
