Has the Project Development Objective been changed since Board Approval of the Project Objective? Yes Board Approved Revised Project Development Objective (If project is formally restructured)PHRPDODEL CLRP’s objectives are to: (a) address environmental legacy issues related to open dumping of ashes on land from KEK’s Kosovo A thermal power plant; (b) enable KEK to free land for community development purposes currently taken by overburden material and to enableKEK to remediate the Kosovo A Ash Dump; and (c) support KEK and MESP to implement continued clean-up operations and environmental good practices in the mining and energy sector. The first two Grants also closed already. The key development indicator is the percentage of ash disposal that complies with environmental good practice and is redirected from open dumping on the Kosovo A Ash Dump to the Mirash Mine. This indicator was met when the new hydraulic ash handling system was brought into operation in November 2013 and was inaugurated in March 2014. The practice of dumping dry ash on Kosovo's A Ash dump has now been stopped and the remainder of the ash dump is now being reshaped and covered to stop further dust from the ash dump. The gasification site clean-up component has also been completed, with all priority hazardous chemicals removed, treated and exported from the site. The Environmental and Social Impact Assessment (ESIA) for the proposed Kosovo Power Project started in January 2014 and the draft scoping report was presented during the public consultations on October 16, 2014. The draft ESIA has been prepared; there are however still uncertainties related to the unit configuration of the power plant. Following the approval of the Second Additional Financing and restructuring of the Clean-up and Land Reclamation Project (CLRP), resettlement monitoring efforts for the Resettlement Action Plan (RAP) for the Shala neighborhood of the Hade village, as implemented by the Ministry of Environment and Spatial Planning, has continued with the support of an internationally recognized resettlement consultancy firm as part of this second Additional Financing. The first and second resettlement monitoring report have been publicly disclosed on the website of the Ministry of Environment and Spatial Planning and the Resettlement Completion Report for the approved RAP has been finalized and publicly disclosed. The following results were achieved under the entire Project in relation to the PDO indicators: (i) 100% of the ash disposal of Kosovo A complies with good international practice and is redirected from dry open dumping on the Kosovo A Ash Dump through a hydraulic (wet) ash system to the depleted Mirash mine, thereby eliminating all air pollution from ash dumping (PDO part (a)); (ii) 156 hectares of contaminated land has been managed under the Project- through remediation of the Kosovo A Ash Dump- (PDO part (a)); there is a separate indicator related to this that specifies that 55% of Kosovo A Ash Dump will be remediated, thereby eliminating dust problems, and pollution infiltration from the ashes into the groundwater; (iii) 653 hectares of land in the KEK’s overburden areas have been reclaimed for other land use purposes, exceeding the target of 526 hectares (PDO part (b)); (iv) In addition, an additional 177 hectares have been reclaimed in the overburden areas, exceeding the target of 127 hectares as an indicator of KEK’s increased capacity (PDO part (c)); (v) the draft environmental and social impact assessment for the Kosovo Power Project has been prepared and the Resettlement Completion Report for the Resettlement of the Shala neighborhood of Hade village, (PDO part (c)); 21,783 found priority hazardous substances from the gasification site were safely removed and treated (PDO part a). 8/30/2016 Page 2 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Energy Sector Cleanup and Land Reclamation Project (P096181) 8/30/2016 Page 3 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Energy Sector Cleanup and Land Reclamation Project (P096181) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Low  Low Macroeconomic  --  Low  Low Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Moderate  Moderate 8/30/2016 Page 4 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Energy Sector Cleanup and Land Reclamation Project (P096181) Environment and Social  --  High  High Stakeholders  --  High  High Other  --  --  -- Overall  --  High  High Results Project Development Objective Indicators PHINDPDOTBL  Direct project beneficiaries (Number, Core) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 21500.00 21549.00 21500.00 Date 20-Oct-2006 30-Nov-2015 27-Aug-2016 31-Aug-2016 Comments Beneficiaries are based on actual amount of inhabitants in the municipality of Obiliq according to 2011 census, PHINDPDOTBL  Female beneficiaries (Percentage, Core Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 50.00 50.00 50.00 PHINDPDOTBL  Percentage of ash disposal that complies with environmental good practice and is redirected from open dumping on the Kosovo A Dump to the Mirash mine.
