The final cash transfers to Social Safety Net (SSN) beneficiaries across 10 districts was successfully delivered from September 25 and completed on October 12, 2019. The implementing agency, the National Commission for Social Action (NaCSA) and the payment service provider are working on the payment reconciliation process (including photo verification of all cash recipients and detailed analysis of undelivered payments), aiming for completion by the end of December 2019. The second additional financing for the SSN Project ("SSN-AF2") will expand coverage to approximately 230,000 extremely poor beneficiaries in all 16 districts in Sierra Leone. The grant financing for SSN-AF2 was declared effective on December 10, 2019. The Government reassured that all new beneficiaries under the SSN-AF2 will be recruited following the three-step targeting process including the proxy-means testing (PMT) to ascertain the enrollment of extremely poor households. With regards to timeliness of payment, the low baseline resulted from a measurement method that recorded zero percentages for the first two quarters of 2019 due to the absence of payment service provider. Moving forward, the Government is committed to ensure timeliness of the quarterly payments. The indicator measuring the recording and resolution of grievances is yet to change because the incoming grievances from the exit payment (Q3-2019) is yet to reach its 90-day deadline for resolutions. The mission also noted IT system issues in the updating of grievance resolutions in the MIS and the Government is committed to resolve this by the end of 2019 and therefore an increase should be recorded in the next ISR reporting. No change in the number of beneficiaries because there has been no new enrollment, pending the effectiveness of the SSN-AF2.
