The Project Implementation Unit (PIU) and both implementing agencies, the Departmental River Basin Service of Cochabamba (SDC for its acronym in Spanish) and the National Fund for Productive and Social Investment (FPS for its acronym in Spanish) are conscientiously implementing the detailed action plans to accelerate project implementation and expedite disbursements, agreed upon at the beginning of the mid-term review in September 2018 and updated during the supervision mission in March 2019. On May 16, PIU presented an interim progress report and showed how following the action plans led to meaningful progress in all components, increasing disbursements and measurable results according to the project's indicators. According to these plans, that also include a detailed description of possible risks and mitigation measures, the project will achieve its objectives and disburse the available project funds. Under component A (Strengthening National Capacity for Climate Change) the project is continuing with the implementation of the National Climate and Water Information System. In total, already 42 hydro meteorological observation stations have been installed throughout the country. With the support of the project, MMAyA and SENAMHI created a center for the development of instruments for improving the monitoring and management of water resources and will further enhance the country’s reservoir monitoring system. Three large consulting services (development and implementation of a drought monitor and early warning system, development of protocols to better exchange and disseminate the hydro meteorological information, and the development of a method for better seasonal weather forecasts) have been published and will soon be contracted. Under Component B (Strengthening Capacity for Climate Change Adaptation in the Rio Grande river basin), the project is supporting the preparation of directorate river basin plans. The basin plan for the Rio Rocha, developed by the Stockholm Environmental Institute is expected to be approved by the interinstitutional platform of the Rio Rocha basin in July 2019. Terms of references for the development of the third river basin plan (Rio Arque-Tapacari) have been formulated and will be published in the coming weeks. After the successful implementation of hydro meteorological observation networks in the Mizque Basin and in part of the Rocha Basin in close coordination between SDC and SENAMHI, the project developed concepts for observation networks in the upper part of the Rocha Basin (Valle Alto) and for the Arque-Tapacari Basin. These concepts have been approved by the World Bank and the PIU in coordination with SENAMHI are currently preparing the technical specifications and needed procurement documents. Significant progress also has been achieved under component C (Design and implementation of subprojects that improve climate resilience in the Rio Grande River Basin): Within subcomponent C1 (infrastructure projects), to date 19 infrastructure subprojects have been completed, 6 are currently in execution close to completion and 23 already have been contracted. Together these 48 subprojects will invest US$ 12.6 million from the PPR credit and over US$ 4 million of counterpart funding. FPS and SDC are currently developing a portfolio of subprojects with execution times of under 6 months to be implemented in the remaining duration of the PPCR. This portfolio of currently 38 subprojects will be closed end of June 2019 and subsequently enter into procurement process. The project is also financing pre-investment studies. SDC is finalizing the terms of references for 15 contracts for a total of 38 new subprojects and will start tendering of these consulting services in July 2019. The portfolio of watershed management subprojects of component C2 now includes 17 subprojects: Eight of which are currently being implemented and four shortly to begin implementation. The last five subprojects have already been published and the technical and financial offers will be opened for evaluation end of June. These 17 subprojects together will cost US$ 8.7 million and will spend the allocated US$ 6.7 million of the project’s grant.
