The progress against the Project Development Objective (PDO) is rated as Satisfactory as all PDO indicators are on track to be achieved. 2. The Bank has recently processed the Government of India’s request for project restructuring to extend the closing date of the project until March 31, 2017 and the Amendment letter has been sent to the Government of India for countersignature. 3. With regard to implementation, activities at the institutional level are proceeding well. These include activities on governance and autonomy, accreditation, centres of excellence, faculty and student development, and plans for sustainability (four funds). More needs to be done on the “soft” component of the project, i.e., capacity building. NPIU has started the Faculty, Staff and Student Satisfaction study and tracer study with its own initiative and measure to encourage high response rate, and presented the first round of results during the Joint review Mission. Among other achievements since the last JRM, the following are noteworthy. First, several students from TEQIP institutions have participated in academic and student exchange programs within and outside India. Second, sustainability of project initiatives is promising in 72% of institutes, which have accumulated adequate/ moderately adequate funds in their Four Funds accounts. Third, NPIU conducted a workshop on performance auditing in July 2016 and one on governance with Directors of TEQIP institutes in August 2016; both were well received. 4. A key area of concern pertains to faculty shortages, which continue to prevent several institutes from being eligible for accreditation through National Board of Accreditation and, consequently, UGC autonomy. 5. Finally, as the closing date for TEQIP II is less than six months away, it is important that MHRD/NPIU initiate the following studies agreed in the Project Implementation Plan: TEQIP II Impact Assessment, Bibliometric Study, and Resource Utilization Study. While vendors have been identified, these studies have been delayed due to payments delay by Ed Cil. MHRD has recently addressed this situation, and the studies are expected to commence soon.
