Approved in April 2014, the project suffered significant implementation delays due to: (i) administrative delays with the establishment of the Groundwater Management Institute (SADC-GMI) and (ii) limited implementation capacity within SADC-Sec and University of Free State (UFS). As a result, the project activities were officially launched only in September 2016. Even then, project activities had a slow start because of the complex institutional set up, involving the 16 SADC member countries and the placement of the SADC-GMI within USF. Implementation is now in full swing. Following adjustments to the UFS-GMI relationship, especially the streamlining of procurement processes, and strengthening of the SADC-GMI team implementation pace has accelerated from mid-2017, and quality of the work done by the SADC-GMI is good. 4/8/2019 Page 1 of 9 Public Disclosure Copy The World Bank Implementation Status & Results Report AFCC2/RI-Sustainable Groundwater Management in SADC Member States (P127086) IP rating is recommended to be upgraded to Satisfactory as the implementation of the sub grants for member countries, which represents about 30% of the project’s budget, is now well under way. With the approval of the sub grants, expenditures plus commitments are expected to go from the current 34% to 47% by June 2019 and 74% by December 2019, subsequently boosting disbursement in FY 20. CIWA and GEF funds allocated to the project are expected to be fully disbursed by the proposed new closing date. SADC-GMI has managed to become quickly a recognized regional institution in the field of water resources management. It has established partnerships with several global and regional knowledge partners. To date, the project has supported the successful establishment of the SADC- GMI with a formal subsidiarity status with SADC. With project financing, the SADC-GMI is carrying out analytics which support SADC member states, singularly and in a regional context. These studies are developing groundwater management capacity including data generation and management. SADC-GMI is hosting thematic conferences, workshops and trainings (highly appreciated by the participants based on the feedback received). Internships are made available for young practitioners to build their skills.
