The one-employee, one-file process has been completed in all seven participating ministries except the Ministry of Health. Collection of data and the compilation of one-employee one-file is in progress for staff of ministries of all participating ministries in the counties and is expected to be completed in September 2016. 500 HR officers in all ministries, agencies and commissions were trained in the new performance management system. The new performance management system has now been introduced to all participating ministries. Nationwide biometric registration of all staff (6,043 at the Ministry of Education and 1,587 at Ministry of Internal Affairs) on the supplementary payroll was completed. 5,697 employees on the supplementary payroll were verified, vetted and biometrically enrolled. A total of 993 were identified as people replacing employees who exited the payroll through natural attrition (through either resignations or deaths) and the rest did not turn up. The consultancy firm that started work on the conduct of the Mandate and Functional Reviews under the Civil Service Reform Trust Fund Project has been re-hired to complete the MFRs for the participating ministries. The Project Oversight Committee that was formed to provide strategic and policy guidance to the project has been active and met on quarterly basis. The Year-0 DLI (Preparation and Cabinet approval of Pay Strategy)has been completed and an independent verification consultant produced a report to confirm the completion. 2/27/2017 Page 2 of 12
