The transfers reached 14,013 designated recipients. The beneficiaries from the commune of Kaïn (classified as red zone) could not be paid due to security issues. In the provinces of Loroum and Passoré (North region) the second payment took place in late July-early August 2018 and reached 9,237 designated recipients. The third payment, which concerned only Passoré, took place in October 2018 in favor of 6,254 designated recipients. The beneficiaries of Loroum could not be paid for security reasons. A few days before the start of the third payment, three community facilitators of a partner NGO were victims of a terrorist attack and, as a result, all activities including payments were immediately suspended. In the Center-East, the second payments were made in October 2018, reaching 4,977 designated households with electronic payments and 14,908 in the cash modality. In the East, the second payment, which started in early November, had to be stopped for reasons of insecurity. Beneficiaries of the Kompienga province were assaulted after receiving their transfers. Discussions are underway to extend electronic payment across all regions of intervention. The adaptive shock-response modality of transfers continues to be implemented in the province of Boulkiemdé in the Center-West region. In addition, the project is expanding to the Sahel region, where it will reach 20,000 additional beneficiaries. First payments are planned for January 2019. 1/11/2019 Page 2 of 10 The World Bank Implementation Status & Results Report Social Safety Net Project (P124015) 1/11/2019 Page 3 of 10 The World Bank Implementation Status & Results Report Social Safety Net Project (P124015) 1/11/2019 Page 4 of 10 The World Bank Implementation Status & Results Report Social Safety Net Project (P124015) 1/11/2019 Page 5 of 10 The World Bank Implementation Status & Results Report Social Safety Net Project (P124015) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- High High Macroeconomic -- Moderate Moderate Sector Strategies and Policies -- Substantial Substantial Technical Design of Project or Program -- Moderate Moderate Institutional Capacity for Implementation and Sustainability -- Substantial Substantial Fiduciary -- Substantial Substantial Environment and Social -- Moderate Moderate Stakeholders -- Moderate Moderate Other -- Substantial Substantial Overall -- Substantial Substantial Results PDO Indicators by Objectives / Outcomes Increase access of poor and vulnerable households to safety nets IN00611617 ►The share of households benefitting from the cash transfers who belong to the 2 poorest quintiles (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 60.00 Date 01-Sep-2014 31-May-2018 31-Oct-2018 31-Aug-2020 Measures targeting effectiveness of the CT program. baseline data defined by the initial IE or household Comments: survey in the project areas.
