Overall, the implementation progress is very slow and moderately unsatisfactory as is the progress towards achieving the PDO. This is mainly due to late completion of the feasibility studies and delays in the bidding process for Components 2 and 3. Other reasons include the low capacity of stakeholders in solar market development and solar electrification and low knowledge of the Bank’s procedures. Component 1. Market Development of Stand-alone Solar Systems. The Line of Credit is now operational with all the Subsidiary Agreements between the Ministry of Finance and the financial institutions (two commercial banks and one MFI) signed in May 2018. The exemption of imports taxes on quality solar products is effective and applied to imports of Lighting Global certified products. Awareness and sensitization activities have not started. These activities are needed to support demand creation activities. The communication firm has been recruited and a communication action plan has been discussed with the stakeholders and will start implementation early FY20. Component 2. Rural Electrification through Service-based Solar Hybrid Mini-grids. This component has accumulated more than 12 month delays due to cumulative delays in the finalization of technical studies for the 5 mini-grids pilots and the finalization of the legal framework for private sector participation (PERAN) in the financing and operation of mini-grid. Technical studies are completed now and the launching of the tender is expected in June 2019. It is also expected that the PERAN will be adopted by that date. Component 3. Solar PV Hybridization of Isolated Thermal Mini-grids and Expansion of Access. The technical studies are finalized and the tender for the construction of hybrid mini-grids with NIGELEC is expected to be launched in June 2019. The owner's engineer was signed and kick- off workshop was held on May 7, 2019.
