Bangladesh Secondary Education Quality and Access Improvement Project (SEQAEP, 2008-2017) is implemented under the Ministry of Education (MOE), with IDA financing of US$396 million. The project currently supports approximately 4.8 million students in grades 6-10 in 11,843 secondary schools and madrasahs from 250 Upazilas (sub-districts) in the country. The project aims to enhance quality and equitable access through provision of poverty-targeted (based on Proxy Means Testing (PMT) methodology) stipends to students, and quality-enhancing incentive grants to schools, teachers and students in project schools. 2 . Project Development Objective (PDO) is Satisfactory given that project is on track to achieve the end of project targets for all six project key performance indicators (KPIs) - cycle completion rate, number of students appearing in the Secondary School Certificate (SSC) examinations, monitoring learning levels, gender parity (as measured by male to female ratio), percentage of poor children in total enrolment and total number of project beneficiaries. The updated intermediate outcome indicators (IOs) have either been met or have surpassed the end-of-year targets. 3 . Implementation Progress (IP): SEQAEP Implementation Progress (IP) continues be Satisfactory in view of the following achievements: (a) completed disbursement of Proxy Means Tested (PMT) stipends to 1.6 million students for first and second semester (January-June and July- December) of AY2016 and selection of new beneficiaries for AY2017 stipends program from 218 upazilas, (b) utilization of 3 channels to disburse stipends and other incentives in AY 2016 (namely cash payment in 21 Hilly upazilas, cash card and mobile banking in 37 upazilas and only mobile banking in 194 upazilas), (c) provision of best student awards (top-ranked boys and girls in each grades 7,8,9 and 10) to 118,022 students (56% girls) from project schools; (e) total 898,659 remedial classes conducted in 2,006 project schools through Additional Class Teachers (ACT) in English (1919), Mathematics (1858) and Science (1764), (f) timely implementation of Developing the Reading Habit (DRH) sub-component activities benefiting 2.10 million student readers (59% girls) in project schools up to April of AY2017 and covering 11,900 schools in 2017, (g) disbursement of non-salary and non-tuition school grants for second semester of AY2016 in project institutions, and (h) substantial progress in the achievement of DLIs for Year 1 and Year 2, and Year-3. 4 . Successor Program: The World Bank, along with ADB, are supporting the Government to prepare a Harmonized Secondary Education Development Program (SEDP) to be implemented from FY 17-18. The World Bank’s support to SEDP would come in the form of Program-for-results (PforR) Program through Transforming Secondary Education for Results (TSER) operation. The financial support administered by the World Bank and executed by Government of Bangladesh would include US$500 million from IDA credit and US$10 million grant from Global Financing Facility (GFF). TSER is expected to be approved by the World Bank Board in the first quarter of FY2017/18 and made effective the same quarter. TSER aims to improve student outcomes in secondary education and the effectiveness of the secondary education system, through a results-based financing providing incentives for transformative reforms and policies.
