The Project Management Unit continues to be fully staffed and equipped, with a significant contribution from the Government in terms of office space and equipment. CONPREC (the disaster management committee) has started the creation and training for community-based risk committees in 11 vulnerable communities in Sao Tome and 3 in Principe. The Government has also carried out emergency works in Ribeira Afonso and Malanza. The Bank team further provided the Government with high resolution maps showing the changes in coastline over the past 60 years for the pilot project villages. This is now being used by the pilot communities to discuss participatory planning, taking climate risks into account. The second phase geomorphology study is now complete, and the design of priority adaptation protection works is progressing well, with the mobilization of an expert national engineer and assistance by Bank flood and coastal engineers who Page 1 of 6 The World Bank Report No: ISR8289 participated in the last mission. The procedures for small-scale community-based adaptation activities are being finalized. Importantly, the Government is coordinating effectively with other donors (in particular the EU, AfDB and UNDP) to complement and scale up activities in the areas of coastal protection, early warning and safety at sea. At the same time, the component of Early Warning and Security at Sea has lagged behind the other components' schedule, primarily due to the complexities of specifying and Public Disclosure Copy procuring carefully the safety at sea equipment, and the marine meteorological station. The first batch of safety at sea equipment is in the process of arriving in Sao Tome, which should allow the project's partner NGO (MARAPA) to start training in safety at sea while at the same time testing the equipment on the ground. Since the marine meteorological station and Doppler radar are new to Sao Tome and Principe, a careful procurement is warranted, and the task team has endorsed the Government's proposal to mobilize a radar expert to assist them in assessing its viability and sustainability. A positive development has been the signature of a Memorandum of Understanding between key institutions (including Meteorology, Coast Guard, DG of Environment, MARAPA, Port Authority and CONPREC) clarifying their respective responsibilities to collaborate in an early warning system.
