The review has rated the probability of achieving the project development objective as “Moderately Satisfactory”. The implementation progress has also been rated as “Moderately Satisfactory”. The project closing date was extended by twenty months from December 31, 2018 to a new date of October 30, 2020, to approve additional time to advance project activities. The overall RAMP-2 physical progress as of April 2019 was approximately 58 percent. Osun, Niger and Adamawa are likely to substantially complete project activities before the closing, while Enugu State may be left with few activities to complete. The difficult security context in Nigeria is creating some challenges to the implementation of the civil works under the project and additional security measures are being retrofitted into the project implementation strategies and plans. Non-availably of counterpart funding has been hampering the implementation of the project. This is especially relevant for two states - Enugu and Niger. These states have now agreed to allocate adequate funds to expedite project implementation. GBV prevention and response: As part of the mission the Task team (i) Organized a two-day GBV clinic for all Project coordinators and Safeguards specialists to build the capacity of the implementing Agency at the Federal and the state levels. This was followed by a two-day GBV retrofitting workshop that was attended by Project Coordinators, Project Environmental and Social Safeguards Specialists and Project Procurement Specialists. A GBV retrofitting Action Plan was jointly agreed between the Task team and the Project at the end of the Workshop. The Task team will continue to work with the project to implement the GBV Action Plan.
