All 7,394 subsistence farmers and fishers registered under the project have received their e-vouchers, and 98% of the funds allocated were spent before the voucher system closed in December 2015. The feedback from merchants was consistently positive: the scheme was seen as fair and effective; the e-voucher transactions were notably efficient; payments were generally quicker than with conventional processes; there was an increase in business and, in some cases, introduction of new customers was reported. Subsistence and commercial beneficiaries have in most cases used their funds for the re-construction of fences or the purchase of tools to restore their productive capacity, and have confirmed their appreciation of the assistance provided. The repair works for the aquaculture workshop, Crops Division nurseries and pack house, and the Fisheries Division’s research vessel have been completed. Technical assistance is being provided to advise the government on disaster response and recovery in the agriculture and fisheries sectors, and appropriate training has been provided to MAF staff. In order to ensure that this training is also extended to farmers and fisheries, the project closing date is being extended to 31 December 2016.
