The regional approach adopted for this operation will produce economies of scale, facilitate knowledge exchange, and support the regional harmonization agenda on REDD+ and sustainable forest management.The Project is seen as a catalyst for REDD+ in the Congo Basin region and has made significant progress to (i) provide support to the REDD+ coordination institutions at national level, (ii) strengthen regional coordination on REDD+ (joint submission to the Subsidiary Body for Scientific and Technological Advice (SBSTA)) in international fora, (iii) improve scientific knowledge on Central African forests’ contribution to carbon sequestration, (iv) to communicate findings and share results with other partners involved in REDD+ to create synergies and partnerships.Following some early delays in procurement, the project has been extended up to March 2018. - Summary of project status: Strengthening governments' capacities on REDD+ Readiness (Sub-component 1a and 1c). The project has actively supported the governments with the UNFCCC negotiations in Paris (COP21) and the REDD+ agenda. The project will now help the countries to understand the legal implications of the Paris Agreement and prepare their technical and legal framework for the implementation of the Paris Agreement. Strengthening civil society capacities on REDD+ (Sub-component 1b). The project successfully helped sub-regional civil society prepare a regional message for COP 21 and actively participate in the negotiations. This sub-component will continue its focus on three objectives in order to support civil society integration at Regional level: (i) support the renewal of mandates within COMIFAC and its network in order to strengthen the legitimacy and representativeness of civil society leaders; (ii) support sub-regional collaboration within REDD+ specialized platforms; and (iii) support timely initiatives highlighting the capacities of the civil society at regional level, especially in relation to Indigenous Peoples and such that are potentially linked with identifying new financial sources. Strengthening scientific capacities on carbon measurement (Sub-component 2a). The project supports the scientific collaboration for carbon measurement in the Congo Basin. Regional and national workshops are planned in 2017. Scientific study on allometric equations (Sub-component 2b). The project supports collecting data to produce new allometric equations for the Congo Basin. After some delays caused by logistical issues, the work on the ground has started in all six countries and is now completed in two of them. The support to private sector (The "Incubator" - financed under sub-component 3a) has been successful despite the lower amount of REDD+ project identified in the Region. As it has reached its objective, the sub-component has been phased out and the project will initiate a completion analysis. Support to the Regional framework (Subcomponent 3b): the project aims at supporting a number of analytical studies. After a first set of studies (Regional Environmental and Social Assessment), it has been decided to support sub-regional knowledge management with gratuities for PhD and MSc to subsidize their field work. Progress toward achievement of GEO/PDO is rated Satisfactory because, following the approval of a 19-month extension, the PDO is considered reachable. The overall Implementation Progress has been rated Satisfactory as the project is moving forward at a good pace.
