As the Financing Agreement amount depends on the PPP transaction negotiations, Negotiation of the Financing Agreement will be completed alongside negotiation of the PPP transaction documents, after award of the PPP contract. The project is currently at the Request For Proposal (RFP) stage of the PPP procurement phase. An implementation support mission was held in May 2019 and followed by a technical mission on September 17, 2019 to participate in the Bid Workshop for the PPP procurement. Project implementation is currently focused on advancing the procurement process, meeting conditions of effectiveness of the Financing Agreement, and further support to the NRF. The key government actions needed to advance the project to effectiveness are: (1) further operationalize the National Road Fund, implement the NRF-IIU-PFMU financial management arrangements, and sign the Implementation Agreement between the IIU, PFMU and NRF; (2) complete further procurement steps leading to selection of the private partner and negotiation of the transaction documents, Indemnity Agreement, and Financing Agreement; and (3) carry out resettlement on the corridor right of way, a project condition of effectiveness for both the Financing Agreement and Transaction Documents.. The Procurement was faced with delays due to lack of readiness of the NRF but the recent progress made in launching the RFP process on August 12, 2019 and the participation of shortlisted bidders provide the necessary impetus to advance the procurement timeline. The shortlisted bidders have provided comments and suggestions on the draft RFP documentation which will be subsequently reviewed and cleared by the World Bank as the final RFP by October 30, 2019. Based on the current timetable, the PPP Contract award may occur in February, 2020 or soon thereafter. NRF operationalization and collection: While the collections have started, the NRF still faces a shortfall of at least US$6.2million on the 2018/2019 financial year collections that needs to be transferred to the NRF account. The Government has instructed a change in the funds flow mechanism to allow the collected levies to be transferred to the NRF account within a week of its collection by the Liberia Revenue Authority, but this process has to be sustained to ensure payment certainty to the SECRAMP project. Resettlement activities along the project corridor have commenced. Consultations are ongoing towards the establishment of Grievance Redress Committees (GRC) within the project communities along the road corridor and will be completed by October 30, 2019. The RAP is currently being revised after validation of the entitlements to Project Affected Persons (PAPs) and will be resubmitted for Bank clearance by October 15, 2019. Payment of compensation payment has been programmed for the completion by January 2020, in readiness for site hand over by the time the concession agreement is concluded.
