The Community Block Grant scheme became fully operational following the project restructuring in Dec 2013. Capacity of the CECs has been built through several rounds of training, study tours and other learning events. With support of the community block grant awards (to date, 30 awards totaling to around USD 25,000), all 30 participating soums have taken solid actions on improving school preparedness of the target children and widening the learning and development opportunities for children living at school dormitories or elsewhere away from their parents. The “mobile” Book and Toy Library kits are well suited to the needs of Public Disclosure Copy herding communities. The purpose and importance of the project and its expected results have been increasingly well understood and appreciated by local governments and the communities. Project implementing arrangements at both central and local levels appear suitable to the local context and financial management and procurement practices are adequate. Project implementation still needs to be intensified in order to achieve project objectives. The forthcoming mid-term review will be an important stocktaking exercise to assess project bottlenecks and opportunities. The process enabled the Community Block Grant funds flow directly to Community Education Councils (CEC) instead of a complicated process going through bank accounts of a kindergarten or school in a given community.
