Nevertheless, given the outcomes of the CAADP Sustaining the Momentum process, the Year of Agriculture and the Malabo Heads of State Summit, there is clear evidence that the NEPAD Agency CTF is making satisfactory progress toward the achievement of its program development objective (PDO). In this period the NEPAD Agency has further demonstratedits growing ability to effectively deliver on its CAADP mandate. The NEPAD Agency’s key outputs from this include: the African Heads of State Summit endorsing the CAADP results framework, the convening of African agriculture policy institutions in order to improve links between CAADP and these institutions, and the NEPAD Agency aligning linkages between Climate Smart Agriculture (CSA) and CAADP. Despite these positive steps, existing challenges remain and new ones are rapidly emerging. Progress towards generating data and baselines for the NEPAD Agency CTF results framework continues to be slower than expected. New CAADP commitments declared at the recent Heads of State summit and an expanding portfolio of “flagship programs” are generating new management pressures on the NEPAD Agency and the CAADP team. Providing a clear and pragmatic response to these pressures is an important priority.
