The recruitment of the new PIU has been slow but nine positions were eventually filled in June and July 2019. Those of the accountants, decentralised M&E officers, as well as the Procurement, Land Certification, and Gender and Social Inclusion specialists, are still on-going. Most of the team is now in place. However, the tendering has now started for the services on: Community Mobilization; Environmental and Social Impact Study; the Gender Strategy formulation; the technical surveys on landscape restoration works; and Land Certification support. Related recruitments should be over between September and November 2019. In addition, of the direct agreement contracts, the one with the University of Florence on capacity building support on restoration technologies is expected to be signed by mid-August, The other direct agreement contracts with FAO on Farmer Field School promotion and Bioversity International on improved plant genetics, are at advanced stage of negotiation with the new PIU. The new PIU is also finalizing the annual agreement with the Burundi Office for the Protection of the Environment (OBPE) regarding the implementation of component 3 on Protected Areas, following delays triggeted by recent changes at Senior Management level at OBPE. The project vehicles have been purchased through UNOPS and will soon be delivered. The new PIU has also reviewed the the Annual Work Plan and Budget (AWPB) for July 2019 to June 2020: by the end of 2019, field activities will start to support communities in 12 of the 22 targeted collines, including community mobilization and participatory planning, technical surveys, and land certification. Actual restoration works are expected to start during the following fiscal year. Field activities under Component 3 can start soon after the agreement with OBPE is signed. The AWPB also specifies activities towards the fulfilment of safeguard, GRM and CE requirements, as well as substantial M&E related data collection.
