The procurement process for the selection of technical staff for MPD, the Zambezi Valley Development Agency (ZVDA) and GAZEDA (Special Economic Zones Authority) is underway and supported by a Human Resources Specialist recruited by the PCU. The project procurement capacity has been reinforced by a short-term Procurement Assistant to expedite procurement processes. Page 1 of 5 The World Bank Report No: ISR15217 Activities under the Investment Fund for Water Infrastructure (FIPAG) to increase water supply in Nacala are progressing on schedule. FIPAG has contracted works for drilling 8-10 boreholes which commenced in January 2014, and geophysical investigations and drilling for 3 boreholes in the M’Paco well field area have been completed. Activities under the Road Fund (FE)/National Roads Administration (ANE) i.e. upgrading of roads in Tete and Nacala are also underway and the selection of consultants for design and supervision is at Public Disclosure Copy RFP stage. The selection of the Manager for the Innovation and Demonstration Catalytic Fund (IDCF) is also at RFP stage. Progress on the institutional development and capacity building activities including the public investment management support have been delayed. The overall project implementation to date is rated moderately satisfactory. There is increased risk of implementation delays especially in CREE approval for contracts over US$ 1 million, as is being experience by other WB projects. The need for CREE approval of large contracts especially poses risks in finalizing the contract of the IDCF Manager and the contracting of civil works activities. The Withdrawal Applications by the FE will be made by June 13, 2014. 2. The PIU annual activities/work plan and the updated procurement plan for the Project will be submitted for review by June 30, 2014. 3. The design contracts for the two road rehabilitation works R604/R605 and R702 as well as the rehabilitation of the building for the Tete Business Center will commence by August 2014.
