Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Improvement of Existing Road & Maritime Assets:(Cost $150.00 M) Technical Assistance:(Cost $16.70 M) Capacity Building:(Cost $0.80 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions With the signature of two contracts (SARUP 2, on April 25, 2019, and Solovi 1, 2 with Rabaraba crossings, on May 23, 2019), the cumulative actual contract awards rate is now 50.6% (US$84.35 million equivalent). Current cumulative disbursements rate is 4.9% (with US$8.2 million equivalent) but is expected to be about 7% over the next 1 to 2 months with the coming claims for advance payments, in particular. The good project implementation progress noticed previously is confirmed: in addition to the above-mentioned two signed contracts, (1) the 3 year reseals contract with the majority of the scheduled road completed (with some changes in the selection of roads being reviewed for approval by the ADB and the WB); (2) due diligence activities are being carried out before the finalization of a contract variation for similar value (US$13.5 million equivalent), with an objective to award the contract in the middle of this calendar year; (3) the design for Taveuni and Ovalau bridges, funded by 5/30/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Fiji Transport Infrastructure Investment Project (P150028) FRA, is in-progress and the corresponding package is expected to go to the market in October 2019, to be financed by the project; and (4) Kings Road technical specifications and design documentation are underway, with an expected launch to the market over the third quarter of 2019. The standards for transport infrastructure resilience have been updated, and road safety has been reinforced through ADB Technical Assistance financing. Re. project supervision, FRA kept a satisfactory capacity, and secured arrangements with reputable firms to help it design and/ or supervise key contracts financed and to be financed by the project. The supervision firm for the works on SARUP 2 has mobilized in the country, and FRA will recruit a supervision firm to supervise the works on Kings Road. There has not been any new iRAP assessments on projects since this time. iRAP will be visiting Fiji in June 2019. Intention is that where possible SARUP 2 and Kings Road meet 3 Comments: star rating. Therefore, target is expected to be met by the project's closing date. PDO Indicator 3 IN00709337 ►Population at a reduced risk of bridge failure. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 250,000.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 No bridges have been constructed under TIISP yet; but Rabaraba crossing contract has been awarded. However, with its own funds, FRA has (1) strengthened Tamavua-i-wai bridge reducing the risk of bridge failure to a population of around 90,000; (2) awarded contracts for the replacement of 16 critical bridges Comments: on Kings Road, Queens Road and Labasa to Nabouwalu/Savusavu Roads. When complete in 2020 these bridges will reduce the risk of bridge failure to approximately 750,000 people. PDO Indicator 4 IN00709338 ►Number of rural jetties/wharves requiring high priority attention. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 35.00 35.00 35.00 29.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 GoF is no more intending to repair jetties/wharves under TIISP, and request only the financing of design studies for jetties in Nabouwalu, Natovi and Savusavu. This will be part of its request for project restructuring. However, under Government Grant funds, FRA has completed repair/replacement works on Lomaloma Comments: Jetty, Lekeba Jetty, Qarani Jetty, Kavala Jetty, Oinafa Jetty, Lau Cicia Jetty. Following Tropical Cyclon Winston Taveuni Jetty and Vunisea Jetty were repaired. This year, some repair works will be completed to Savusavu and Nabouwalu Jetties. Government will use its own funds and meet current target without the project. Overall Comments PDO First PDO indicator is being already achieved; second PDO indicator is achievable but pending iRAP visit in Fiji in June 2019 and reassess this rating on the 3 reseals contracts; for indicators 3 and 4, GoF will request updates to revise target numbers of population at reduced risk of bridge failure based on the reduced number of 5/30/2019 Page 3 of 7 The World Bank Implementation Status & Results Report Fiji Transport Infrastructure Investment Project (P150028) bridges to be constructed with the project funds, and to cancel the construction of jetties because of priority given to road reseals and rehabilitation, in urban and rural areas. Intermediate Results Indicators by Components Intermediate Indicator 1 IN00709339 ►Roads rehabilitated, Rural (Kilometers, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 52.40 87.50 90.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 The Reseals project is 104km in total, of which a 57km length has been completed to date. Of the Comments: completed 57km, the FRA indicates that 52.4km is on rural roads. Intermediate Indicator 2 IN00709340 ►Bridges tendered. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 10.00 1.00 45.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 Ten (10) bridges in Ovalau and Taveuni went to tender in 2017, but due to non responsive bidders the work will be retendered. To date only 1 crossing has been tendered Rabaraba and the rest will be retendered in 2019. Comments: In parallel, with its own and Government's funds, FRA has completed 9 rural crossings with a further 5 crossings underway and 5 Bailey Bridges in construction. FRA has also awarded the contract to repair 16 critical bridges. Intermediate Indicator 3 IN00709341 ►Jetties/wharves tendered. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 6.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 As previously indicated, GoF will no more request the financing of jetties under TIISP because of priority given to roads. However, TIISP will finance a consultancy to deliver design and pre-procurement activities for 3 key Comments: jetties. With GoF funds, 6 island jetties are currently being designed (Koro Jetty, Makogai Jetty, Moala Jetty, Vunisea 2 Jetty and Wainiyabia Jetty) and will be tendered in 2020. 5/30/2019 Page 4 of 7 The World Bank Implementation Status & Results Report Fiji Transport Infrastructure Investment Project (P150028) Intermediate Indicator 4 IN00709342 ►Street lights reinstated and/or installed new. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 381.00 381.00 5,000.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 The project "Construction of Village Street Lighting Works" has installed 381 street lights. GoF is considering to review the target number as being overestimated under TIISP financing. Under SARUP 2 TIISP funded project a significant number of streetlights will be installed. Comments: In parallel, FRA has installed 3,796 streetlights over the past 3 years, financed with GoF funds is expecting to meet the target of 5,000 by the end of 2020. Intermediate Indicator 5 IN00709343 ►Community assets constructed that benefit women. (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 4.00 4.00 55.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 No changes. 381 street lights have been installed out of an end target of 5000, this equates to 7.6% progress achieved. Applying the same logic towards this results indicator given street lights are community assets that benefit women, the project team has considered this indicator to have progressed to 4 out of 55, approximately 7.3% of the end target. Comments: If we consider GoF / FRA financed activities, FRA has nearly completed 4,000 streetlights and a significant number of bus shelters, pedestrian crossings and assets that benefit women. FRA has also held female only stakeholder meetings to ensure designs include features to benefit women in the community. Intermediate Indicator 6 IN00709344 ►Project designs consider gender issues (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 85.70 85.70 100.00 Date 01-Jul-2015 26-Nov-2018 15-May-2019 30-Jun-2020 No changes in figures. However, FRA has held 100% female participation stakeholder meetings for upcoming subprojects to ensure gender issues are captured. 12 out of 14 designs that have been completed contain aspects that benefit women such as; footpaths, bus shelters, street lighting and pedestrian crossings. The FRA indicates that there are two (2) non- conforming bridge projects that only partially cover gender issues within the designs. These non- Comments: conforming projects are; (1) Taveuni Bridges and Bailili Crossing, this project has 5 bridges whose designs consider gender issues however the 1 crossing in the project does not, and, (2) Viti Levu Crossing Renewals Rabarama, Solvi 1 & 2 have no footpath specified. The FRA will look into slight design modifications to make these projects conform to this indicator and raise it to 100%. 5/30/2019 Page 5 of 7 The World Bank Implementation Status & Results Report Fiji Transport Infrastructure Investment Project (P150028) Overall Comments IR Progress noted in length of roads rehabilitated, bridge / crossing tendered after the previous non responsive bidding process, and in female stakeholder participation in meetings for upcoming subprojects to ensure capture of gender issues. For the remaining indicators (jetties, streetlights, community assets), Gof will request restructuring to revise them.
