This project is part of the program which is supported by the Africa, Caribbean and Pacific (ACP) group of States - European Union (EU) cooperation program “Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions, Countries and Communities”. Result Area 2 (R2) of this program supports “African Regional Economic Communities (REC) have DRR coordination, planning and policy advisory capacities operational to support their respective member states and regional and sub-regional programs”. The R2 Program started in September 2014 as part of the EU Intra-ACP cooperation program Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions, Countries and Communities, financed under the 10th European Development Fund (EDF). It has the overall objective of strengthening the resilience of Sub-Saharan African regions, countries and communities to the impacts of natural disasters. To achieve this objective, five Result Areas are being implemented by AfDB, UNISDR and World Bank-GFDRR. The 20 million Euros contribution from the EU for Result Area 2 was channeled through the Window 1 of the existing ACP-EU NDRR SDTF. The R2 Program was launched formally by the EU, World Bank, UNISDR and African Union Commission in the margins of the Financing for Development Conference at Addis Ababa in June 2015. 2. The specific objective for this project: IGAD is one of the 4 RECS under the above R2 program with its specific objective is to strengthen and accelerate the effective implementation of comprehensive DRR and risk management frameworks at sub-regional level. This objective is to be achieved by providing targeted support to IGAD member states to strengthen their capacities for improved coordination, planning, policy advisory and The World Bank IGAD - Building Disaster Resilience to Disasters through Risk Management and Climate Change Adaptation (P154403) knowledge dissemination to advance the regional DRM agenda and better support their respective member states in taking informed decisions in building resilience to disasters. In terms of funding arrangements, it was agreed between the Bank-GFDRR and ACP-EU that up to US$5 million grants would support IGAD program, but the funding would be released in two tranches and 90% of the above grants would be RETF and the rest would be as the BETF for project management and administration. 3. The project was approved on September 27, 2015 with total grant amount of US$ 2.49 million representing the first tranche of the total grant funding available and became effective on November 18, 2015. The second tranche funding was approved and became effective on Nov. 5, 2018 through project restructuring which increased the project total financing to US$4,999,999. Despite the initial challenges, IGAD has been able to access global and local good practices on DRR and are strongly engaged with their member states to discharge their mandates for mainstreaming DRR in their own institutions and in their respective member states in a better manner. It has allowed them to benefit from different expertise and know-how made available by and through the World Bank-GFDRR. The Program has also been instrumental in raising the profile of the DRR Unit of IGAD both at the international level and internally within their own institutional set-up. It has also served to sensitize the IGAD senior management and has improved technical capacity for mainstreaming DRR. It has also strengthened the absorptive capacity of the IGAD’s DRR Unit to receive and relay DRR knowledge, know-how and options to sector departments of IGAD and its member states. The IGAD DRM Unit has relocated from Djibouti (IGAD Headquarters) to IGAD Climate Prediction and Applications Center in Nairobi, created a PIU and strengthened its relationship with ICPAC. All positions envisaged to be created and filled in the PIU by IGAD ICPAC have been duly filled and all incumbents are currently functioning properly. DRM Strategy has been drafted and is currently under review by domain experts to ensure that it’s aligned to the Sendai Framework and Program of Action for Africa, to develop a framework for integrating DRM and CCA, and come up with a proposal for suitable institutional set up to operationalize the DRM strategy. IGAD has also participated and attended sub-regional and regional workshops to strengthen policies and strategies on DRM and CCA. In addition, three national PDNA/DRF trainings have been organized in Sudan in April 2017, in Tanzania in May 2017 and in Burundi in December 2017. The one-week in country technical trainings on hazard assessment using GIS and earth observation tools in each of 5 member states have taken place with collaboration with United Nation Institute of Training (UNITAR). Since April 2018, IGAD has been implementing the second phase of Climate Smart Agriculture activities in Kulan Parish, Dadaab Subcounty Garissa County and north Eastern Kenya through the Kenya Red Cross Society. 4. As of today, 71% of the project financing has disbursed. All the remaining funds of the total grant funding have programmed and will be fully disbursed by the proposed closing date of May 31, 2020. B. Rationale for Restructuring 5. The task team and IGAD PIU have jointly conducted assessment on the implementation of the project planned activities periodically, and the results have made IGAD to request the Bank to consider extending 5 more months of the current closing date to fully achieve the project development objectives. Given the current satisfactory project status and the review of the work program for CY19 and CY20 submitted by IGAD, the Bank team is supportive of this request. 6. Despite IGAD has accelerated the execution of project activities and delivered several outputs, a few activities which are key to the realization of the PDO are yet to be implemented within initial project-end-date which 31st December 2019. As at now, the undisbursed fund stands at US$1,450,000 which will be challenging to absorb properly within the remaining four months. In view of this detailed rationale in the interest of full and proper implementation of work plan activities and achievement of development objectives of the Project, it is recommended that the Project Closing Date may kindly be extended to May 31, 2020. In addition, the project FM has confirmed that there are no outstanding audit issues on the project. II. DESCRIPTION OF PROPOSED CHANGES 8. The only change is to request is 5-month extension of the current closing date of December 31, 2019 so that the following activities, which are very critical to the project development objectives can be achieve by May 31, 2020, the newly proposed closing date: (a) Organizing/Holding a regional Policy level meeting to deliberate and endorse the IGAD DRM/CCA Strategy (b) Supporting and facilitating member States to validate their DRM Policies/Strategies Somalia and South Sudan (c) Organizing regional meeting of members of Parliaments on DRM/CCA and the establishment of a regional MPs Forum (d) Participation in policy level coordination: Networking, participating in DRM related regional, ACP & international forums, conferences, meetings (e) Presenting the IDRF Fund at IGAD’s senior management meeting (directors meeting.)
