The quarterly progress report as of the end of September was not available for the mission’s review. Previously reported results, based on the end of June 2019 progress report showed that the project is reaching or exceeding key output results measures for which data exists. Key output data show: (i) project coverage reaching 143,000 beneficiary households, or approximately 20% above the original project target, of which 75% of households are indigenous ethnic minorities (EMs) and 6% are migrant EMs; (ii) 4,503 livelihood enhancement groups (LEGs), benefitting approximately 90,000 households (or approximately one-third of all households); (iii) a 12.7% increase in the level of participation of women in annual project investment planning meetings (from 45% in 2016 to 50.7% in 2017[1]); and (iv) sub-project’s 1/3/2020 Page 1 of 7 The World Bank Implementation Status & Results Report VN - Central Highlands Poverty Reduction Project (CHPov) (P128072) that have led to the building or repair of 483.26 kilometers of roads, 36,321 meters of irrigation system canals, 28 bridges, 204 water systems, and 132 classrooms. Status of infrastructure implementation. The mission found that the provinces and districts were doing their best to complete all infrastructure sub-projects planned for the year. The approved 2019 plans for all provinces included 303 infrastructure sub-projects under component 1 and 3.1. As of September 30, 2019, PPMUs report that 211 sub-projects have been signed and works were completed in 109 cases. At the time of the mission 256 contracts had been signed, of which approximately 50% of had been completed, and those works still under construction were overall on average 40% completed. The mission also noted that nearly all of those works still under construction were being implemented through community procurement procedures that generally took no more than four weeks to complete. As such, the mission concluded that most if not all of the on-going works would be finished by or before the end of the project. Status of LEGs implementation. Per approved workplans, a total of 497 LEGs were planned for support under the project in 2019. As of the end of September 2019, 235 LEGs had received support, while the support for remaining 262 LEGs was in various stages of delivery (e.g. finalization of sub-project documentation, input procurement, training provided, etc.). As noted in the previous mission aide memoire, a substantial concern for concluding LEG support was the outbreak of swine flu in several districts where the project is operating, necessitating a change in support in 170 LEG groups. The mission was pleased to learn that CPO worked with PPMUs to define a method to rapidly revise affected LEGs and to secure relevant approvals at provincial level. At the time of the mission, nearly all affected LEGs had received approval to switch the type of livelihood activities that would be financed under the project. The mission visited a number of such LEGs in both Dak Nong and Dak Lak provinces and district authorities reported that nearly all relevant inputs had been delivered. During the site visits, the mission also noted initiatives by LEG groups to help ensure longer-term sustainability of the group activities beyond project close. Group members remained engaged in exchange and information sharing activities on their existing livelihood activities. The mission requested that CPO and PPMUs properly document these cases and reflect them in the project completion report. GNTN Impact Evaluation (IE). The mission reviewed with the consultant firm, Mekong Development Research Institute (MDRI), the status of the on-going end-line survey for the project’s impact evaluation. MDRI reported good progress in carrying out the survey despite the heavy rains that persisted in several provinces in the Central Highlands. At the time of the mission, data collection had been completed in all communes. The end- line survey follows up 10 of the 14 households interviewed at the baseline survey in each commune. The success rate of finding these original households was high as the firm reported relatively level of replacement of households (12%) in the original sample which minimizes the problems associated with bias due to household’s attrition (relocation) which is typical in many follow up surveys. MDRI committed to maintain the agreed- upon workplan - delivering the cleaned data-set to the government and World Bank team by no later than mid-December and to submit the preliminary report by the end of December. The firm also agreed to share an interim data-set for which the data has been cleaned. Based on this update, the Bank IE team confirmed that it would have a preliminary report on the outcome of the survey and status of the key results measures by the end of February, while the final impact evaluation report will be completed by April 2020. The results from the impact evaluation will be fed into the Implementation Completion and Results (ICR) report process.
