Grievance Redress Mechanism (GRM) What is a GRM? A GRM is a complaint mechanism through which people and communities affected by projects and other activities may raise their concerns. The GRM will allow for receipt of concerns, facilitate address of the concerns and inform on the status of redress. CROP GRM A Grant Agreement for the Caribbean Region Oceanscape Project (CROP) was signed on October 14, 2017 between the International Bank for Reconstruction and Development, (the World Bank/the Bank), acting as an Implementing Agency of the Global Environment Facility, and the Organisation of Eastern Caribbean States (OECS) became effective on October 18, 2017 and will conclude December 31, 2021. The relating Grant is 6.3 million United States Dollars and for the benefit of the five (5) participating Member States: Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. The CROP will contribute to the implementation of the OECS Eastern Caribbean Reginal Ocean Policy (ECROP) through the adoption of coastal and marine spatial plans to coordinate management across sectors and resources, and integrate environmental management directly with economic development. Under the CROP, an online GRM has been established to received any complaints that may arise as the CROP is implemented over its time frame (2018-2021). The Kalinago Council and Ministry of Kalinago Affairs may also facilitate filing of complaints from the Territory, as necessity.
