Since January 2014 substantial progress was noted and the implementation has speed up. At the request of the Government, the implementation of the project was shifted from the Ministry of Labor (MOL) to the Employment, Technical, and Vocational Education and Training (E-TVET) Fund (as part of the approval of the project's restructuring on April 7, 2014). Operationally, the Project Management Unit (PMU) has been set up at the E- Page 1 of 7 The World Bank Report No: ISR14918 TVET Fund to oversee the management of the project and the contracts of the core team have been signed (including project director, technical expert, procurement officer and financial management officer). The core PMU staff is currently preparing the Project Operations Manual (POM) -which will provide details on implementation of all project components. Also, a Special Tendering Committee for the project is being set up as the contract's tresholds E-TVET Fund tendering committee was too low for the procurement needs of this project. The main supervision mission took place in March/April 2014, which was followed up with a procurement mission (late April 2014). During these missions, the Public Disclosure Copy implementation action plan, as well as the procurement plan, were updated. During the March/April 2014 supervision, the mission held discussions with all main stakeholders (MOL, Ministry of Planning and International Cooperation (MOPIC), E-TVET Fund, and King Abdullah Fund for Development (KAFD)) to discuss the criteria for selection of targeted governorates. Originally the MOL was proposing 3 governorates based on their vulnerability and poverty. However, since the project objective is to pilot an innovative scheme and should show successful results in a short term, the mission suggested that the Government needs to base its selection in light of a more comprehensive criteria relevant to the project's objective (such as large concentration of university and community college graduates; large concentration of youth unemployed; potential for growth; concentration of Small and Medium Enterprises and a dynamic private sector; basic institutional capacity and infrastructure in both employment offices and career guidance offices in universities; representativeness of different settings for the programs). Finally, as agreed with the Government, (i) Component 1 (School to Work Program) will upgrade offices (career guidance offices at universities and employment offices of the MOL) in 5 governorates (Irbid, Zarka, Maan, Mafraq, and Tafila); (ii) Component 2 (Market Information and Job Search Program) will ensure that all Governorates will benefit from this new Electronic Labor Exchange (ELE) portal; and (iii) Component 3 (Job Readiness and Placement Program -Job voucher program) will support unemployed graduates from universities and community colleges in three governorates (Irbid, Zarka and Maan). Currently the PMU and WB team are closely working on various section of the POM. Although originally the POM was expected to be prepared no later than three months after effectiveness (February 2014), the delay in finalizing the POM has in fact positive implications. Currently the core PMU staff is working on the POM and various details of project implementation. This has much more value in terms of capacity building and sustainability because it is prepared by the whole team instead of external consultants that are not familiar with the operation. We expect that a complete draft POM should be ready in August 2014. Regular videoconferencing (audio conferencing) meetings between the PMU and Bank team located in Washington DC are almost weekly organized to follow up on the implementation of the activities and provide technical support to the PMU team.
