Component 1: Improvement of the quality and relevance of training; Subcomponent 1.1. Improvement of the quality of existing training institutions. At mid-point, the 3 High technical School have elaborated and endorsed the Performance-based contracts (PBCs) to improve the quality of service delivery. Excellent progress has been achieved so far. Technical auditor was recruited in February 2018 (under Component 3) to carry out an external evaluation of each PBC and to certify the level of achievement of the results and propose amendments of the CDP. Moreover, the rehabilitation of the three lycée to improve the learning environment is on the way to be finalized: 95% of the civil works was completed by MTR. Subcomponent 1.2 Skilling workers in horticulture, poultry farming and tourism sectors. At mid-point, 9 TVET centers is being built or rehabilitated : 3 main centers in Diamniadio, Louga and Tambacounda and 6 satellite centers in Ziguinchor, Saint-Louis, Diamniadio. The three clusters of training Centers have been established in Horticulture, Tourism and Poultry. Each cluster is functioning with the Board chaired by private sector. Subcomponent 1.3. Certificate of Specialization Program. The Number of youth who graduated from short term skills development training is 251 against a mid-term target of 4800. Some progress has been made between MTR and the follow up mission on September 2018. As of September 2018 (follow up mission), 2642 young people were enrolled in CS from which 651 have already obtained their Certification. More than 63% of them come from Dakar. Component 2: Reform of TVET sector’s financial system The project supported the establishment of a new Unique Funds (3FPT), that consolidated the main missions of ONFP and the FONDEF. As of March 2018, 50 % of the CFCE is devoted to the MFPAA. Part of this (5%) is supporting ONFP’s work as usual. With regards to the financial aspects, as of September 2018 the total amount executed by 3FPT is about 9,1 billion CFCA including investment and recurrent expenditures. In terms of results achieved, by Mid Term Review, the cumulative number of beneficiaries of the 3 FPT under the financing windows of enterprises and professional organizations was 18,823 (7549 workers from companies and 11 274 from professional organizations). The individual training requests financed are 13,131 young people. However, the team noted that 3FPT is turning away from its main mission. The project has also supported ONFP to refocus its activities on studies, development of didactic supports, pedagogical engineering and the management of the construction and equipment of training centers and LTs. The proposed restructuring will extend it to the acquisition of sophistic equipment for Lycée techniques. Component 3. Support for system management, monitoring and evaluation, and project Management The National Office of Professional Training (Office National de Formation Professionnelle) is now in charge of monitoring and supervising of planned construction and equipment activities through a delegated management contract with the Ministry of TVET (DAGE: fiduciary responsible). As of 30 September 2018, the disbursement rate on the IDA-financed civil work and related activities is less than 25%.The capacity of DAGE and CEP has been improved and additional staffs was allocated to CEP by the Government and the project is support M&E system and the EMIS. The Cellule genre is being reinforced through AFD funds. Achievement of PDOs At mid-term, the project has made noteworthy progress towards achieving the PDO. Three out of the Six (6) PDO indicators reached the target and 2 others are on good track to reach the targets by project closing date. As of September 2018 (follow up mission), 2642 young people were enrolled in CS from which 651 have already obtained their Certification. More than 63% of them come from Dakar. The most representative trades in CS are logistics transport, horticulture, poultry farming.
